PK-PIU SLAD-514402-CS-QCBS The Government of Sindh has received financing from the World Bank toward the cost of the Sindh Livestock and Aquaculture Development Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include designing, developing, and operationalization of five digital dashboards to support data management, performance monitoring, marketing system and decision support across the Livestock and Fisheries Departments. The systems will streamline HR management, inventory tracking, farmer feedback, trade data, and disease surveillance for terrestrial and aquatic species.

The estimated level of effort shall be estimated and proposed by the interested firms in their EOI . The implementation period shall be 36 months including 24 months of after development support and maintenance, expected start date of April 15, 2026, ensuring full consistency with the TOR referred to in this REOI.

The Project Director, SLADP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: S# Criteria 1 Corporate capacity (Core business and years of experience in same business for minimum 10 years), having active registration and membership with Pakistan Software Houses Association (P@SHA), and valid certifications of ISO 9001-2005 and ISO/ IEC 27001-2022.

2 Minimum two (02) similar assignments completed by firm indicating the nature and scope of these assignments including but not limited to Development and delivery of: GIS Based dashboard and mobile application projects, HR and Inventory management system including one (01) project with public sector organization/ Government entity or a donor funded project.

Development and delivery of a modern MIS project (Web/ mobile application) with secured SSL implementation, will be an added advantage. 3 Experience of firms or its JV partners in Sindh Province. 4 Logistical capacity of the firm Software Development 5 Number of technically qualified and well experienced staff in relevant field Note: Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
