REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES – INDIVIDUAL CONSULTANTS Country: ALBANIA Name of the Project: Clean and Resilient Environment for Blue Sea (Care4BlueSea) Loan No.: 95070-AL Project ID Number: P176163 Assignment Title : Selection of a Procurement Consultant for PMT Reference No.: AL-MTE-513378-CS-INDV The Government of Albania has received financing from the World Bank toward the cost of the Clean and Resilient Environment for Blue Sea Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include selection of a Procurement Consultant for PMT at the Ministry of Environment (MoE). The PMT Procurement Consultant is provide to support MoE/PMT to ensure that the procurement of goods, works and consulting services under the MoE’s part of the Project is conducted in accordance with the World Bank Procurement Regulations. The Consultant will work as part of the PMT.

He / She will report to and work under direction of the PMT Coordinator and will report to him/her. The Consultant will work in close cooperation with AKUM and other relevant stakeholders to ensure that the project is managed efficiently and in compliance with the objectives of the Project Appraisal Document (PAD), Loan Agreement and Project Operational Manual (POM).

The duration of the contract is initially for one year with the possibility of extension until March 203, subject to satisfactory performance of the Consultant.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria are: Education: A Master’s degree or equivalent qualification in economics, engineering, business administration, law or related field.

Experience: At least 7 years of overall professional experience At least 3 years as a procurement expert/specialist in public sector or projects financed by international development organizations. Previous experience with World Bank procurement rules will be an advantage. Familiarity with STEP and World Bank systems will be considered an advantage.

Competences: Excellent communication and reporting skills in English. Fully proficient in the Albanian language (native speaker level). Excellent computer skills in particular full proficiency in Microsoft Office. Ability to work in a multinational, multicultural environment, and proactive working style. Strong organizational, communication, and interpersonal skills.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
