REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country : The Republic of Uzbekistan Implementation Agency: National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan Name of Project: “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) Financial Agreement No. 75550-UZ / Grant Agreement No. TF C4589-UZ Assignment Title: Senior Business Analyst / Service Designer (Monitoring & Digitalization of Social Services Workflows) Reference No. (as per Procurement Plan): UZ-INSON-CS-IC-1.1.3.1. The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include a comprehensive package of business analysis and service design materials for the digitalization and monitoring of the activities of the “Inson” Centers, including the development of business-level system architecture and functional requirements covering mobile application, web panels, KPI and tracking tools, ERP and CRM components for “Inson” staff, management and monitoring platforms. Estimated level of effort is approximately 6 professional staff-months. Implementation period: about 9 months from contract start. Expected start date: upon contract signature (tentatively March 2026). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Education and academic qualifications: University degree in Business Analysis, Public Administration, Information Systems, Social Policy, Management, or related fields. Professional certifications in business analysis, service design, process management or digital transformation are considered an asset. Experience in business process analysis and modeling: At least 5 years of professional experience in business analysis and/or service delivery design, including:
- analysis and documentation of AS-IS and TO-BE processes;
- mapping and redesign of complex operational workflows;
- development of functional and non-functional requirements;
- preparation of process diagrams, workflow schemes and structured analytical documentation.
Experience in service design and user-centered solutions: Experience in:
- development of service models and service blueprints;
- application of user-centered design approaches;
- analysis of user journeys for front-office and back-office functions;
- work in multi-stakeholder environments involving operational staff and management.
Experience in preparation of requirements and ToR for digital solutions: Experience in preparation of:
- functional requirements for digital systems and platforms;
- business-level inputs to technical Terms of Reference (ToR) for IT development;
- analytical documentation intended for use in procurement or system development processes.
