- Background of the project:
The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system, improving programming, and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
- Responsibilities:
Consultant will play a pivotal role in advancing the NEC’s core mission by spearheading high-quality research, policy analysis, and technical advisory work. The incumbent will be responsible for designing, coordinating, and delivering in-depth research studies and policy reports that address key national economic priorities and support Somalia’s economic and social transformation agenda. The Sector Economist will ensure that all activities are conducted in strict adherence to the NEC’s policies, standards, and ethical guidelines. - Selection Criteria:
The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include: Education:
- Advanced degree in Economics or a closely related quantitative field, with at least 10 years of progressive experience in research, public policy, and public sector; a PhD in Economics is highly preferred.
Experience:
- Minimum of 7 years of proven experience in legal drafting, policy formulation, or institutional law development within government or international development settings.
- Experience in conducting consultations, workshops, and stakeholder validation processes.
- Prior experience working with government institutions, policy think tanks, or legal reform programs in Somalia or the Horn of Africa region is highly desirable.
- Reporting:
The Consultant will report to the Executive Director of the National Economic Council.
- Duration of Assignment :
The assignment shall run for 12 months.

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023. “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. The NEC now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.
