National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants. The National ID Program is looking for a highly driven and passionate Senior Special Advisor for Digital Ethiopia Legal Support I to support the “Digital Ethiopia Transformation Council” that is in charge of aligning policy and execution of all things digital in Ethiopia. This council is chaired by the Deputy Prime Minister’s office and it is hosted by the Office of the Prime Minister, which is also the host institution of the “Digital ID” project. The advisors will also work closely with Fayda’s legal team, stakeholder and use-case development teams to deepen Fayda’s integration with various nation-wide sectors to engage in legal drafting and reviewing of various documents. The Legal Advisor is expected to have comprehensive legal expertise and will have the overall responsibility of collaborating with team members in the legal and policy unit to handle contract drafting and review, manage fraud cases, develop legal documents and respond to legal queries from departments of NIDP. Specific responsibilities for the Legal Advisor will include, but are not limited to, the following core activities: • Support for Digital Ethiopia Council: the advisors shall provide legal support to the council. Upon request and as needed from time to time the advisors shall hold consultations with stakeholders, develop legal opinion and provide legal advice to the council. The advisors shall engage in review of documents and provide advice on the legal and regulatory aspects of activities conducted by the council. • Legislative Drafting: The advisors shall have a good understanding of Ethiopian laws and legal principles, strong analytical skills, and effective communication skills. They will engage in drafting legal documents and will, together with other team members, undertake a review of the relevant legal documents, and lead consultations to be held with the pertinent bodies. Facilitate and take a leading role in providing legal advice and monitor the enforcement of proclamations and regulations. • Conducting Legal Research: The advisors are expected to carry out legal research to support the legislative frameworks of the program and provide recommendations backed by the research conducted. Conduct an investigation regarding legal or enforcement gaps. He/she will work collaboratively with relevant stakeholders to ensure effective implementation of the existing digital ID laws. • Providing legal opinions /Legal support: The advisors shall Provide legal opinion or legal support to the responsible departments upon request. They shall provide sound legal opinion and prepare thorough analysis and ensure that they follow principles of objectivity, clarity and strong understanding of relevant laws and facts. Present the opinion in a way that is easy to understand.
