KI-MISE-507722-CS-INDV The Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project ( STSP) - P176108 and intends to apply part of the proceeds for consulting services. On behalf of the STSP, KFSU now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services for one (1) full-time Senior Project Coordinator.
The Consultant will initially be recruited for 12 months, with a possible extension subject to performance appraisal. It is anticipated the Consultant will commence by Q2/Q3 2025 on a full-time basis. A Time-Based Contract will be signed under which both parties (MISE and the Consultant) will agree on a monthly rate and any employer contributions to the Kiribati Provident Fund (KPF) if applicable.
The Consultant would be subject to a probationary period of three months, with a performance review by MISE to determine whether the Consultant will continue to be engaged beyond the probationary period.
The criteria for selecting the Consultant are: Essential Requirements – Qualification, Skills and Experience Bachelor’s degree or equivalent in Project Management, Engineering, Business Administration, or any related field Minimum 10 years of professional experience in managing large-scale infrastructure projects, particularly in sanitation or water sectors Extensive knowledge of World Bank procedures and demonstrated practical experience Proven track record in capacity-building, mentoring, and strategic leadership roles Strong interpersonal, communication, stakeholder coordination, and risk management skills Proficient in English communication (written and spoken) Desirables Master’s degree or equivalent in Project Management, Engineering, Business Administration, or a related field Previous experience in Pacific Island countries, preferably Kiribati Previous experience with World Bank procurement management Training or certifications relevant to sanitation or infrastructure management The detailed Terms of Reference (TOR) for the assignment can be requested through electronic email to oritita.abiete@mise.gov.ki, kbaitere@mfed.gov.ki and copy to dpm.stsp@mise.gov.ki Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc.
and with supporting documents. The deadline for submission of EOIs is 9 December 2025. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
