Mozambique Ministry of Justice Seeks Mass Birth and ID Registration Support Services

The Ministry of Justice, Constitutional and Religious Affairs (MJCR) now invites sealed Bids from eligible Bidders for Service to support mass birth and ID registration .

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - September 2023 edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Ministry of Justice, Constitutional and Religious Affairs (MJCR) Att: edge.aquisicoes@gmail.com inspect the bidding document during office hours 8.00 to 15.00 hours at the address given below. The bidding document in English may be obtained, free of cost, by interested eligible Bidders upon the submission of a written application to the address below.

The Bidding Documents will be sent by email as requested by the bidder. Bids must be delivered to the address below, on or before 11:00 a.m. local time of 5 February 202 6 . Electronic Bidding will not be permitted. Late Bids will be rejected.

The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 11:00 a.m. local time of 5 February 2026 .

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

Qualifications requirements include: The Bidder must demonstrate that it has successfully completed at least one (1) contract of services of a similar nature and size successfully executed, with the minimum amount of US$7 million, or two (2) contracts with the minimum amount of US$4 million.

The minimum required annual volume of Services should be US$10 million and The minimum amount of liquid assets and/or credit facilities net of other contractual commitments shall be: US$4 million. All Bids must be accompanied by a Bid Security of US$ 90,000.00 valid for Twenty-eight (28) days after the end of the bid validity period.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
