Se permite participarea unor operatori economici care pot asigura servicii de cazare și de masă direct sau operatori economici cu calitate de agenți/intermediari (agenții de turism) cu exigența ca pe baza contractului de servicii parafat aceștia să fie în măsură să poată factura serviciile contractate sub forma solicitată respectiv: - Servicii de cazare - Servicii de masă all-inclusive (în regim de restaurant).
