Ethiopia Ministry of Water and Energy Seeks Contractors for Test Well Drilling Project

SPECIFIC PROCUREMENT NOTICE (PROCUREMENT OF WORKS) Country: The Federal Democratic Republic of Ethiopia Name of Project: Horn of Africa - Groundwater for Resilience Project Contract Title: SHONE AND YIRGALEM 10 TEST WELLS DRILLING IN TWO LOTS Grant No.: IDA-E0120 RFB Reference No.: ET-MOWE - PIT-496950-CW-RFB

• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa - Groundwater for Resilience Project and intends to apply part of the proceeds toward payments under the contract for SHONE AND YIRGALEM 10 TEST WELLS DRILLING IN TWO LOTS.
• The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for SHONE AND YIRGALEM 10 TEST WELLS DRILLING IN TWO LOTS.
• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procuremen t Regulations for IPF Borrowers” 6th Edition February 2025 and is open to all Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from The Ministry of Water and Energy and inspect the bidding document during office hours from Monday to Friday between 8:30 A.M to 12:30 P.M in the morning and 1:30 P.M to 5:30 P.M in the afternoon at the address given below paragraph 9.
• The scanned bidding document (Request for Bid) in English may be obtained by interested Bidders free of charge by downloading it from the Ministry’s website at: https://www.mowe.gov.et/en/resource_types/procurement-files. Please note that you are required to register in person at the address below.
• Bids must be delivered to the address below on Paragraph 9 on or before October 27, 2025 2:00 p.m . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below paragraph 7 on October 27, 2025 at 2:30 P.M.
• All Bids must be accompanied by a Bid Security of Lot 1: ETB 2,700,000.00 (Two Million Seven Hundred Thousand) and Lot 2: ETB 2,700,000.00 (Two Million Seven Hundred Thousand). The Bid Security shall be in the form of an unconditional Bank guarantee using a Form of Bid Security in Section IV, Bidding Forms or CPO and shall be valid for 150 days from the bid submission deadline.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
