Scope overview

By collecting data directly from asylum seekers housed in reception centres and scaling the EUAA Surveys with Asylum-related Migrants (SAM) through the implementation of a multi-country data collection system, SMART will achieve three objectives: a) the role of the Agency as a center of expertise on situational awareness on matters of reception and asylum in the Union will be strengthened; b) the Agency’s capacity to gather and analyse information on the situation of asylum in Europe will be enhanced; and c) the Agency’s ability to organise, coordinate, and promote the exchange of information between Member States and with the European Commission will be further improved.

Specifically, outsourcing data collection capacity will: • Facilitate the Agency’s support role in addressing the European Commission’s needs and requests, integrating analytical insights derived from first-hand fine-grained data into existing high-level EU meetings and reports, • Create EUAA products aimed at informing decision makers and practitioners at the EU and national levels, such as in the EUAA Management Board.

• Support the European Commission and the Member States in the progressive implementation of the Asylum and Migration Pact, including by: o Providing assessments and contextual knowledge; o Performing analyses upon Member States’ requests; o Producing situational awareness and insights for a wide range of stakeholders via its deliverables, such as factsheets, reports and briefs, including in emergency response contexts, thereby addressing information gaps and supporting the work of EUAA operations; • Facilitate the understanding and forecasting of asylum flows, including in the context of EUAA joint analytical work with Member States and the European Commission’s Situational Awareness, Early Warning and Forecasting Capacity Development Project; • Assess the state or performance of EU Member States on specific indicators in specific contexts and procedures (e.g.

border procedures).
