Project Implementation Unit Climate Resilient Water Services Project (CRWSP) of the Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of The Kyrgyz Republic announces tender for the position of Software Engineer Local Consultant program modernization and operational preparation of Unified Water Information System (UWIS Minimum qualification requirements: Education/Experience: higher IT/engineering degree or equivalent relevant experience; ≥5 years developing and maintaining information systems.
Server and web development: Node.js; API design, implementation, and documentation; integrations with external systems. Data and DBMS: confident working with PostgreSQL/MySQL and MongoDB; schema design, query optimization, migrations. Version control and code quality: Git, branching and pull-requests, code review, maintaining release notes.
CI/CD and operations: configuring Pipelines, building and laying out releases, release/rollback plans; DEV/TEST/STAGE/PROD configuration; monitoring, logging/tracing; backup and recovery with target RPO/RTOs. Reliability, performance and security: troubleshooting, profiling and optimization for high load; RBAC principles, basic IS requirements, event auditing.
Teamwork and documentation (+advantages): interaction with business and system analysts; participation in CAB/change management; preparation of technical documentation (data/interface diagrams, API specifications, runbook, instructions).
Experience in architecture (Nest.js/Node.js), DevOps practices, ITSM/ITIL, Helpdesk and SLA/OLA, participation in UAT and test planning (unit/integration/regression), basic frontend skills (React/Vue/React Native), domain expertise (water/utilities sector), agile practices (labor estimation, sprints, release planning, backlog) will be an advantage.
