The Federal Government of Somalia (FGS) (hereinafter called “Recipient”) has received financing from the World Bank (hereinafter called “Grant”) toward the cost of the Somalia Water for Rural Resilience “Barwaaqo”.
Based on the aforementioned, the Ministry of Planning, Investment and Economic Development “MOPIED” is seeking to use a portion of the funds to finance the position of the Southwest State Project Coordinator for Barwaaqo Project. 2.
Reporting to the MOPIED, Southwest, the Project Coordinator (PC) shall be responsible for coordinating and managing Barwaaqo activities in Regions of Southwest State Somalia and managing the Barwaaqo PIU team. The PC will be the primary interlocutor for the Project with the MOP&IC at Southwest State Somali – particularly the EAFS Unit at Southwest State with the Project Coordinator at Southwest and the World Bank.

The PC will ensure the Project is implemented in compliance with all fiduciary and safeguards requirements, reviewing and approving all reporting on the project within the Ministry and with the World Bank. The PC shall also ensure active engagement with other ministries and regional and administrative districts in the implementation of the Project in order to ensure its smooth implementation.
The PC will undertake the role and responsibilities as set out above and in this TOR's Duties and Responsibilities section. 3. Duration: This is a full-time position. The contract is expected to run for a period of twelve (12) Calendar Months. Extension of the contract will be subject to the need and satisfactory performance of the contracted applicant. 4.
Selection Criteria : The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. Have a Master’s Degree or higher in public policy planning and Management, agricultural sciences, Science & engineering, environmental studies, or any other related field.
Have 10 years of hands-on experience managing donor-funded, multi-sectoral, and community development rural resilience development projects in Somalia. A minimum of at least 5 years of direct relevant experience in managing World Bank-funded project in the public or private sector; 5. MOPIED now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, November 2020 and September 2023 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest. 8.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations. 9. Interested Consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs. on working days (Saturday through Thursday.) 10.
