REQUEST FOR EXPRESSIONS OF INTEREST (Consultant Services – Individual Consultant) Republic of Angola Climate Resilience and Water Security in Angola (RECLIMA) Loan No IBRD 9370-AO - CAO 1038 01 K Project ID No. P177004 Specialist in Communication & Behavior Change Reference No. 79CS3/UCP/R/2025 The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola (RECLIMA), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Specialist in Communication & Behavior Change. The Specialist in Communication & Behavior Change will be hired to (i) support the PIU in strengthening and promoting corporate communication with various stakeholders, including the general public; and (ii) engage project stakeholders in the dissemination and adoption of standards and procedures conducive to the conservation of water resources and the infrastructure related to their management and monitoring. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The Consultant must have the following qualifications:
- A university degree in Public Relations, Institutional Relations, Journalism, Communication, or related fields;
- A minimum of seven (7) years of proven and relevant experience in communication for development;
- Experience in water and water resources management projects (preferred);
- Excellent organizational, planning, and multitasking skills;
- Excellent written and verbal communication skills in Portuguese and English;
- Knowledge and experience in the development and editing of visibility materials for print and online media;
- Computer literacy, including website development and maintenance and social media management (preferred);
- Strong writing and editing skills, with the ability to convey complex ideas in a clear, concise, and straightforward manner;
- Commitment to and compliance with the RECLIMA Code of Conduct.
The duration of the assignment will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
