Scope overview

The Contracting Authority proposes to engage in a competitive process for the establishment of a framework agreement to for the Provision of professional advisory services in relation to:  The establishment and operation of the Interim Project Management Unit within the existing Dublin City Council City Co-ordination Office,  The establishment of a fully operational Legal Implementation Body (e.g.

SPV) within Dublin City Council for the delivery of capital projects related to the recommendations outlined in the Capital City Report  Additional services The successful tenderer will report to the City Co-ordination Office Executive Manager and work closely with the staff across the City Co-ordination Office. The framework agreement will be established as a single party framework agreement.

Thereafter contracts will be awarded in accordance with the rules contained herein. A framework agreement constitutes a means of establishing overall terms and conditions in accordance with which, for a specified duration, and within a specified scope and value individual contracts may or may not be awarded.

It is emphasised that a framework agreement constitutes no guarantee to purchase a specific quantity of supplies or services from a particular Economic Operator. Indeed, the Contracting Authority reserves the right to operate outside of the framework agreement at its discretion, particularly should it become apparent that doing so would offer greater value for money.

Notwithstanding the foregoing, the framework agreement approach has been adopted in order to leverage efficiencies and maximise cost savings over the duration of the framework. .
