National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants. National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the ECA (one of the key implementing partners for this Digital ID Project and has been identified as the entity to implement the PDP Law and act as the “Authority” of and as defined in the PDP Law). Experienced individual consultants who have experience, passionate and innovative ideas for the position of Stakeholder Engagement Advisor are invited to express their interest for the assignment. The Stakeholder Engagement Advisor will lead the development and execution of initiatives aimed at engaging diverse stakeholders in meaningful dialogue regarding personal data protection. This role involves organizing consultations, workshops, and awareness campaigns to educate stakeholders about their rights and responsibilities in relation to data privacy. Key responsibilities also include preparing informative materials, facilitating discussions to gather stakeholder input on regulatory frameworks, and managing relationships with key partners to ensure a collaborative approach to data protection. The Advisor will also identify and address emerging challenges in stakeholder engagement, ensuring that all voices are heard and considered in the development and implementation of data protection legal and regulatory frameworks. Specific responsibilities for the Stakeholder Engagement Advisor will include, but are not limited to, the following core activities: • Develop and implement stakeholder engagement strategies that align with the ECA’s Personal Data Protection objectives. • Should work closely with the NIDP team in the roll-out of Fayda and potential data protection implication issues. • Foster relationships with diverse stakeholders, including government, private sector, and civil society organizations to promote data protection awareness and compliance. • Organize and facilitate workshops, seminars, and public consultations to educate stakeholders about personal data protection laws and practices. • Act as the primary point of contact for stakeholders, addressing inquiries and gathering feedback on PDP related issues. • Analyze stakeholder feedback and data trends, and improve engagement approaches. • Prepare reports and presentations on stakeholder engagement activities and outcomes for senior management. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The qualification criteria include the following; • Advanced degree in Public Relations, Communication, Law, Computer Science, or a related field. • Minimum of 8 years of experience in stakeholder engagement, public relations, or a related area, preferably within the field of data protection or regulatory compliance. • Good understanding of personal data protection legislation and principles. • Fluency in Amharic and English languages is desirable. • Exceptional verbal and written communication skills, with the ability to convey complex information clearly to a variety of audiences. • Proven ability to build and maintain relationships with stakeholders from diverse backgrounds. • Strong organizational skills and the ability to manage multiple projects simultaneously. • The candidate must be able to work under pressure to meet demanding deadlines. The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation. The attention of interested individuals is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, and February 2025 setting forth the World Bank’s policy on conflict of interest. An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
