Scope overview

Description The Digital Democracy Initiative (DDI) is a global multi-donor programme with the objective of safeguarding inclusive democracy and human rights in the digital age. The total programme budget is currently DKK 388.5 mill.

The overall purpose of the assignment is to provide the DDI Programme Management Team (PMT) with deeper knowledge about the change created by the programme at outcome level across projects. This will strengthen the evidence base for decisions regarding the design and formulation of a possible Phase II of the DDI programme. The objective of the assignment is to create a stocktaking of the DDI programme.

This qualitative assessment will capture change at outcome level across projects in the DDI programme and provide external validation of the results. The study should include deep dives at project level. The aim is both to capture learnings from Phase I of the programme, ensure programme quality and to lay the ground work for the formulation of a possible Phase II of the DDI Programme.

The assignment will be contracted to a team of consultants with complementary skill-sets. The consultant team will have two main assignments during the contract period: 1. A Stocktaking across the DDI Programme including three-four Deep Dives at local level. 2. Assistance to the PMT in the Formulation of DDI Phase II.

However, the consultants will only continue to Assignment 2, dependent on two conditions: • Assignment 1 is carried out to the satisfaction of the MFA. • It is decided to pursue a DDI Phase II. The methodology for the assignments would be desk studies combined with three-four field visits. This would be supplemented with key informant interviews, facilitation of workshops and focus groups.

The budget for the assignment is DKK 900,000. The contract will start on 1 May 2026 and be completed on 31 December 2027.
