Scope overview

This is a Pre-Solicitation notice for non-commercial products under Simplified Acquisition Procedures prepared in accordance with the format in FAR Subpart 13.105, as supplemented with additional information included in this notice. This announcement does not constitute a solicitation. A written/paper solicitation will be posted on sam.gov. The associated Request for Quotation (RFQ) number is N3904026Q5227.

The solicitation will document and incorporate provisions and clauses in effect through FAC 2025-06 and DFARS Change 2025-1110. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/ The NAICS code is 332722 and the Small Business Standard is 600 (# of employees).

This will be a 100% Small Business Set-Aside solicitation. The Portsmouth Naval Shipyard will seek responses from sources capable of providing the following: ITEM : 0001 DESCRIPTION: STUD, CONTINUOUS THREADED (BOLT-STUD),4340 STEEL, PHOSPHATE COATED in accordance with the specifications listed in the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual.

Please include the following with your request: • An active DD2345 form See below for submission instructions, evaluation criteria, and additional provisions and clauses applicable to this procurement. This procurement will be solicited under the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program. Information regarding this program is available upon request.

Technical Confidence Submission: Vendors must possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F.

Dickson Fastener Program Manual and either: Hold a Basic Ordering Agreement that satisfies applicable procedure requirements for the item being ordered and Higher Level Contracting Quality Requirements of (1) MIL-I-45208 or (2) ISO 9001/9002 with STR-ISO 9000 Supplement A, or B, or C; or Provide the following: Applicable Non-Destructive Testing and/or Coating procedures (only if/when required by the technical data for individual fasteners); and Provide evidence of compliance with the Higher Level Contracting Quality Requirements of (1) MIL-I-45208 or (2) ISO 9001/9002 with STR-ISO 9000 Supplement A, or B, or C.

If you are unable to meet the bidding requirements or do not receive an award for this action, you must submit a written confirmation to the Contracting Officer stating that the 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual has either been returned to the Portsmouth Naval Shipyard or destroyed as per the instructions provided in the DD2345 form.

This confirmation should be submitted within 45 days following the closure date of this solicitation. • Delivery Point: Portsmouth Naval Shipyard, Kittery, ME.
