The Government of Mozambique (GoM), through the former Ministry of Transport and Communications (MTC), has received financing from the World Bank (WB), to implement the Mozambique Digital Acceleration Project (MDAP), whose objective is to increase digital adoption and inclusion, and support the selected bases to induce an Accelerated Digital Transformation.
The Project value is 200 million US Dollars with a period of five (5) years, starting from April 03, 2023. With the new composition of the GoM, the project has been transferred from the current Ministry of Transport and Logistics to the Ministry of Communications and Digital Transformation (MCTD).
MCTD intends to apply part of the funds for the payment of expenses related to hiring an Advisor to the Minister of Communications and Digital Transformation – Supervision and Coordination of Donor-Funded Digital Initiatives 2.
The Advisor to the Minister will be responsible for the strategic supervision and coordination of all projects funded by external development partners, including but not limited to those financed by the WB, European Union (EU), and Italian Agency for Development Cooperation (AICS). 3.
The Ministry of Communications and Digital Transformation invites interested and eligible consultants to submit an Expression of Interest. The Advisor to the Minister will be responsible for, among others: - Provide strategic guidance and technical oversight of all donor-funded digital projects. - Coordinate planning, execution, monitoring, and reporting with PIU Coordinators.
- Act as the focal point with development partners, ensuring compliance with all reporting requirements. - Monitor deliverables, budgets, and timelines, proposing adjustments as needed. - Support the preparation and review of technical and financial reports, proposals, and concept notes for funding requests or extensions. - Identify risks and propose mitigation strategies to ensure progress and sustainability.
- Assist the Cooperation Department in organizing coordination meetings and donor briefings. - Strengthen institutional capacity within MCTD by supporting PIUs in adopting good management practices. - Ensure harmonization of donor-funded digital initiatives to avoid duplication and maximize impact. 4.
The consultant will be selected in accordance with the World Bank procedures defined in the “World Bank Procurement Regulations for IPF Borrowers”, dated September 2023, the hiring method will be Individual Consultant (IC). 5.
The criteria for evaluation of Expressions of Interest are: (i) Master’s degree or higher in Information Technology, Telecommunications Engineering, Computer Science, or related fields; (ii) Project management certification (PMP, PRINCE2, or equivalent) is highly desirable; (iii) least eight (08) years of progressive experience in Information and Communication Technologies (ICTs), telecommunications, or digital transformation, including at least two (02) years in donor-funded projects; (iv) Knowledge of donor procedures and disbursement mechanisms (WB, EU, AICS) is an advantage.; (v) Fluency in Portuguese and English.
6. The initial contract duration is 12 (twelve) months and based in Maputo. The contract extension will be annual, subject to satisfactory performance, project needs, and funding availability.
