MZ-FFH-527268-CS-QCBS/2025 The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water Resources (MOPHRH) has received financing from the World Bank towards the cost of the Northern Mozambique Urban Development Project (PDUNM, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the supervision and technical assistance to the construction works of the road corridors in Nacala and Nampula, (in Nampula province), and road corridors of Montepuez and Pemba, (in the province of Cabo Delgado), in accordance with the executive project for this purpose.
Also, ensure the implementation of the Environmental and Social Management Plan (ESMP) within the scope of the Project. The Terms of Reference (ToR) for the primary procurement stage for the assignment can be obtained, sending a request to the email address below. The Fundo para Fomento de Habitação, FP-PDUNM now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to carry out the services.
The shortlisting criteria are: At least 10 years of experience in specialized Civil Engineering and construction supervision; Experience in supervising the construction of access roads and buildings; Having developed at least 10 similar Projects in developing countries, including Mozambique; Familiarity with national procurement documents and experience in World Bank-financed Projects will be considered an advantage; Familiarity with the World Bank Environmental and Social Safeguards Policy Framework and the applicable World Bank Group Environmental, Health and Safety Guidelines.
The consultant is required to provide a team of experts for total of key and non-key man-months, spread over a period of 12 months. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations.
