( as per Procurement Plan ): TV-TFD-430265-CS-INDV The Tuvalu Fisheries Authority (TFA) has received an advance financing from the World Bank/International Development Association (WB/IDA) for the Tuvalu Pacific Islands Regional Oceanscape Program for Economic Resilience (PROPER), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) involve an Individual Consultant to supervise the construction of the Funafuti Conservation Area (FCA) watchman hut/tower on Tepuka for the Funafuti Kaupule and on behalf of TFA and ensure construction specifications are strictly followed within social and environmental requirements of the World Bank.
The consultant is also required to hand over the completed buildings to TFA and Kaupule in accordance with the construction contract conditions, designs and specifications within the agreed budget and allotted time for construction.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The Project is seeking to contract an individual consultant to complete these activities. Proposals will be mainly evaluated based on the qualifications and experience of the consultant.
The selected Consultant must meet the following requirements which should be clearly addressed in their proposal: Tertiary qualifications in architecture, structural / civil engineering or building; Experiences in design and detailed construction drawings for similar works; Experiences in supervising works and related tasks; Experience with preparation of procurement bid documentation; Experiences in applying environmental and social safeguards policies of multilateral finance organisations.
Knowledge of conditions and project costs in Tuvalu; Experience in providing similar services for at least two previous building projects, with references for each; Proven experience in supervising similar works.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, as per national tax requirements, all income earned by individual international consultants are subject to the 15% withholding tax.
