Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Eswatini Name of Project: Strengthening Basic Education System Support to Human Capital Development in Eswatini Project (P173151) Contract Title: Supply and Delivery of Technology Classrooms Desks and Chairs Loan No./Credit No./ Grant No.: IBRD-93750 RFB Reference No.: SZ-MOET-516790-GO-RFB • The Ministry of Education and Training in Eswatini has received financing from the World Bank toward the cost of the project Strengthening Basic Education System Support to Human Capital Development in Eswatini Project(P173151) and intends to apply part of the proceeds toward payments under the contract[1]for Supply and Delivery of Technology Classrooms Desks and Chairs. 2. The Ministry of Education and Training now invites sealed Bids from eligible Bidders for Supply and Delivery of Technology Classrooms Desks and Chairs in Eswatini[2]. Delivery of 10600 chairs and 12600 Desks need to be delivered within 45 days of signing the contract in all Regional Education Offices. Bidders are required to have a minimum of Three (3) traceable References of verifiable Similar assignments/Goods Supplied (Strictly Technology Classrooms Desks and Chairs and the Value clearly stipulated. The Total Sum of the three Contracts SHOULD NOT BE LESS THAN E10,000,000.00. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulation The Total Sum of the three Contracts SHOULD NOT BE LESS THAN E10,000,000.00 and s for IPF Borrowers”(Sixth Edition, February 2025, effective March 1, 2025)(“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from Ministry of Education and Training, Procurement Unit. Contact person: Lomakhosi Magagula, email address: procurement@moet-wbproject.org.sz[3] and inspect the bidding document during office hours 0800 to 1700 hours at the address given below. [4] 5. The bidding document in English cannot be purchased by interested eligible Bidders. 6. Bids must be delivered to the address below[5] on or before 16 January 2026 9:00am. Electronic Bidding will notbe permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at the Ministry of Education and Training 6th floor, 09:00am and 16th January 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 7. All Bids must be accompanied by a “Bid Security” of E100,000.00 (One Hundred Thousand Emalangeni) or Equivalent to (USD) for International Companies 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
