The Royal Government of Cambodia has received financing from the World Bank toward the cost of the Health Equity and Quality Improvement Project (H-EQIP 2), and intends to apply part of the proceeds toward payments under the contracts for the Supply, Delivery and Installation of Solar Panel: I.
Lot1- H-EQIP-II-GO-RFB-22-Lot 1: The Supply, Delivery and Installation of 111 sets of Solar Panel (88 Health Centers “HC” and 23 Health Posts “HP” in 09 Provinces) II.

Lot 2- H-EQIP-II-GO-RFB-22-Lot 2: The Supply, Delivery and Installation of 95 sets of Solar Panel (73 Health Centers “HC”, 20 Health Posts “HP” and 2 Referral Hospital “RH” in 09 Provinces) Both international and national Bidders are encouraged and may Bid for one or both lots and the contract will be awarded accordingly. 2.
The Ministry of Health (MOH) now invites sealed Bids from eligible Bidders for the Supply, Delivery and Installation Solar Panels: • Lot1- H-EQIP-II-GO-RFB-22-Lot 1: The Supply, Delivery and Installation of 111 sets of Solar Panel (88 Health Centers “HC” and 23 Health Posts “HP” in 09 Provinces) • Lot 2- H-EQIP-II-GO-RFB-22-Lot 2: The Supply, Delivery and Installation of 95 sets of Solar Panel (73 Health Centers “HC”, 20 Health Post “HP” and 2 Referral Hospital “RH” in 09 Provinces) List of locations are provided in Annex I of the Bidding Document.
The Delivery period required for the above supply and installation is 180 days from the date of contract signing. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30 %. This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations and for Bid cost: 70 %. 5.

Bids must be delivered to the address below on or before 9:30 a.m. on 17 March 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at 9:30 a.m. (Cambodia Time) on 17 March 2026.
All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Securing Declaration provided in the Section 5. 9.
