- The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone Land Administration Project and intends to apply part of the proceeds toward payments under the contract for Supply, Delivery, Installation, and Configuration of Computers Hardware and Supportive Facilities for the operation of Land Management Information System (LMIS) .
- The Ministry of Lands, Housing and Country Planning (MLHCP) now invites sealed Bids from eligible Bidders for the Supply, Delivery, Installation, and Configuration of Computers Hardware and Supportive Facilities for the operation of Land Management Information System (LMIS) , to the locations as specified in this budding document within 10 (Ten) weeks.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition dated September, 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost 30% .
- Interested eligible Bidders may obtain further information from Project Coordinating Unit (PCU), Sierra Leone Land Administration Project (SLLAP) office located at 3rd Floor Youyi Building Brookfields, Freetown and inspect the bidding document during office hours 0900 to 1700 hours at the address given below.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United States Dollars (USD 100) or its equivalent in a freely convertible currency acceptable to the Employer.
- The method of payment will be electronic bank transfer (No Cash or Cheque Payment is allowed at the Project Coordinating Unit). The document will be sent by Courier to the interested bidders upon receipt of evidence of payment.

- Bids must be delivered to the address below on or before 12:00 hrs. Sierra Leone local time on Wednesday 15th April 2026. Electronic Bidding will not be permitted . Late Bids will be rejected. The outer Bid envelopes marked “ Original Bid”, and the inner envelopes marked “ Technical Part ” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Wednesday 15th April 2026 at 1200 hours Sierra Leone time . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Twenty Thousand United States Dollars (USD 20,000) or its equivalent in a freely convertible currency acceptable to the Employer. The Bid Security shall be an unconditional bank guarantee and denominated in the currency of the Bid. The Bid Security shall at the minimum be valid up to 28 days after the Bid validity period stated in ITB 18.1.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
