• The Kingdom of Cambodia has received credit from the World Bank toward the cost of the Cambodia Southeast Asia Disaster Risk Management Project 2, and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Heavy Equipment(1 Unit Motor Grader; 1 Unit Single Roller; 1 Unit Pneumatic Tyre Roller; 1 Unit Tractor Head; 1 Unit Lowbed Semi Trailer; 1 Unit Sprinkler Truck; 1 Unit Asphalt distributor 8m3 (4x2) Truck) (Ref: MRD-CDRM2-NCB-G3 ).
• The Ministry of Rural Development now invites sealed bids from eligible and qualified bidders for Supply and Delivery of Heavy Equipment ( MRD-CDRM2-NCB-G3 ). All items and relevant information are listed below.

• Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the World Bank.
• This invitation is open to all bidders.
• Interested eligible bidders may obtain further information from Ministry of Rural Development, Cambodia South East Asia Disaster Risk Management Project 2 and inspect the Bidding Documents at the address given below from 8:30 a.m to 4:30 p.m (Phnom Penh Time)
• Qualification requirements include:
• Legal registrations i.e (1) Patent; (2) Tax Registration and (3) Business Registration.
• Be the Manufacturer of the Goods or hold Manufacturer Authorization Letter (MAL) from the Manufacturer or a General Certificate issued by the Manufacturer’s authorized Distributor certifying that the bidder is an authorized Dealer/Retailer for the manufactured goods.
• The Bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding three years (2023, 2024, 2025) of not less than USD 400,000 of the subject contract.
• The Bidder has completed contracts in the total cumulative amount equal to at least USD 1,600,000 in the preceding two years (2024, 2025).
• The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods.
• The Bidder has availability of liquid assets through either:

(a). access to a line of credit or cash in bank account of an amount at least USD 400,000, net of other contractual commitments; or (b). credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

• A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee of USD 200.00 . The method of payment will be in Cash. The Bidding Documents will be collected in person at the discretion of the bidder. Other than payment of the non- refundable fee specified above, there shall be no other conditions for purchase of the bidding documents.

• Bids must be delivered to the address given below at or before February 4, 2026 at 3:00 P.M (Phnom Penh Time) . Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend in person at the address given below at February 4, 2026 at 3:00 P.M (Phnom Penh Time) .
• All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.
• The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
