The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Governance Modernization to Enable Efficient Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for Supply, Installation and Integration of Micro Modular Data Center .
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2.
The Federal Civil Service Commission now invites sealed Proposals from eligible Proposers for the Supply Installation and Integration of Micro Modular Data Center . The project site is in Addis Ababa, Ethiopia at the premises of the Federal Civil Service Commission. Minimum Qualifications Requirements: The proposer must have experience for at least 10 years in the information systems business.
It should also demonstrate: Participation as a prime supplier, management contractor, JV[1] member, sub-contractor, in at least one contract within the last Five (5) years, with a value of at least USD 4 Million (USD Four Million), or two (2) contracts each with a value of USD 2.5 Million (USD two million five hundred thousand) that have been successfully and substantially completed within the last five years and that are similar to the proposed Information System The successfully completed similar contracts shall be documented by a copy of an Operational acceptance certificate (or equivalent documentation satisfactory to the Purchaser) issued by the purchaser(s).
Minimum average annual turnover of USD 4 Million or equivalent, calculated as total certified payments received for contracts in progress or completed, within the last 4 (four) years for prime supplier or JV member individually or collectively.
The Proposer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: USD 4 Million. 3 Margin of Domestic Preference shall not apply 4.
The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 6th edition, February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 5.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria including technical and non-price factors: 30% and for Bid cost: 70 %. 6.
Interested eligible Proposers may obtain further information from Federal Civil Service Commission, Attn: Habtamu Molla and inspect the request for proposals document during office hours , 9:00 AM to 12:30 PM and 2:00 PM to 5:00 PM Ethiopian Time at the address given below . 7.
The request for proposals document in English language may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 5,000 (ETB Five Thousand) . The method of payment will be cash or cashier’s check .
Soft copies of the document in PDF format will be sent to prospective suppliers upon their request by email to the address provided below. However, the Purchaser does not take responsibility for any omissions or additions to the RFP. 8. Proposals must be delivered to the address below on or before 11:00 AM Ethiopian time on Feb 15, 2026. Electronic procurement will not be permitted. Late Proposals will be rejected.
The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on Feb 15, 2026 at 11:00 AM Ethiopian time.
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. 9. All Proposals must be accompanied by a P roposal Security of ETB 6,000,000.00 (ETB Six Million) or the equivalent amount in freely convertible currency using the exchange rate of bid submission, i.e., Feb 15, 2026 . 10.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
