- The Government of Sindh (the Client) has received financing from World Bank (the Bank) in the form of a credit towards the cost of the Competitive and Livable City of Karachi (CLICK) Project. The Project Director, Project Implementation Unit, CLICK, Karachi, the implementing agency of the Client, intends to apply a portion of the proceeds of this credit to eligible payments under the Purchase Order / Contract for which this RFQ is issued.
- The Project Director, Project Implementation Unit – CLICK, now invites quotations from firm registered with the relevant tax authorities, for the Supply, Installation, Testing & Commissioning of Plant & Machinery (HVAC System & White Goods) for the Sindh Business Facilitation Centre (SBFC), Clifton – Karachi, as per scope of work and BOQ enclosed herewith.
- The deliverables must be completed within 8 weeks from the date of purchase/work order.
- The quoted rates must be inclusive of all applicable taxes and levies. However, in case SST / GST is applicable, it should be clearly mentioned separately in the quotation and on the Price Schedule.
- The received quotations will be evaluated as per the ‘RFQ’ method of procurement in accordance with the World Bank Procurement Regulations for IPF Borrowers 2020, available on the World Bank website.
- The quotation, along with complete details of the bidder’s profile, relevant renovation experience, and supporting documents, may be addressed and submitted to the office of the Project Director (PIU) – CLICK at the address given below, on or before 12th January 2026 by 03:00 PM.
- The quotation must remain valid for at least thirty (30) days from the date of submission.
- The deliverables against the required works shall be subject to inspection and approval of Senior Automation Specialist–CLICK.
- All payments will be made through crossed cheque within thirty (30) days of receipt of the Contractor’s invoice, duly supported with completion certificates verified by the Senior Automation Specialist–CLICK.
- Retention / Performance Security: @ 7.5% of the invoiced amount shall be retained as performance security till 29th May 2026. The retained amount will be released upon satisfactory performance duly verified by Senior Automation Specialist-CLICK.

To support its operations, the premises require a reliable HVAC system and essential white goods and appliances (e.g. fridges, coffee machine, microwaves, water dispensers, LED screens, etc.) to serve staff, visitors and business clients. The Firm will be responsible for the supply, installation, testing and commissioning of all HVAC plant and equipment, air distribution system, and white goods, as detailed in Annexure–B: Plant & Machinery (HVAC & White Goods) BOQ. OVERALL OBJECTIVE OF THE ASSIGNMENT The overall objective of this assignment is to provide, install and commission a complete HVAC and white goods solution for SBFC Clifton that:
- Maintains comfortable indoor conditions for staff and visitors across all zones.
- Ensures energy-efficient and reliable operation with appropriate controls and protections.
- Provides all essential appliances (tea points, refreshment areas, display screens, etc.) to support SBFC operations.
- Complies with applicable standards, OEM guidelines and building constraints.
- SUB-OBJECTIVES
- Design, size and supply HVAC equipment (indoor and outdoor units, refrigerant piping, controls) to meet the cooling load requirements of SBFC as per approved layout.
- Supply and install ducting, grills, diffusers and accessories (where applicable), or high-performance inverter-type units with proper air throw to all intended zones.
- Supply, install and commission white goods and equipment, such as fridges, coffee machine, microwaves, water dispensers and LED screens as per BOQ.
- Ensure proper electrical coordination, earthing and protections for all supplied equipment.
- Provide testing, commissioning reports, warranties and operation manuals.
- Provide training to designated SBFC / CLICK staff on operation and basic maintenance.
- Ensure compliance with Sindh government policies, safety norms and OEM standards.
- SCOPE OF WORK
The Firm shall be responsible for end-to-end supply & implementation of items included under Annexure–B: Plant & Machinery (HVAC & White Goods), which typically includes but is not limited to: 4.1 HVAC SYSTEM
- Supply and installation of Inverter-type AC units (e.g. wall mount, cassette, or floor-standing / concealed as per layout and BOQ) sized for the SBFC areas (facilitation hall, meeting room, manager room, staff area, etc.).
- Provision and installation of indoor and outdoor units, brackets, stands, vibration isolators, refrigerant piping, insulation, drain piping and all associated fittings.
- Provision of copper refrigerant piping, elbows, insulation, supports and protection as per OEM standards.
- Installation of condensate drains, routing and proper termination into building drainage points in coordination with PH works.
- Supply and installation of AC control system, including wired / wireless controllers, group controllers (if applicable), timers and control wiring.
- Proper coordination with electrical works to ensure suitably rated circuits, MCBs and isolators for each unit.
- Testing and commissioning, including:
- Pressure testing of refrigerant lines.
- Vacuuming and charging (where applicable).
- Performance testing at different loads.
- Demonstration of operation to SBFC / CLICK representatives.
4.2 GOODS & APPLIANCES As per the quantities, models and specifications given in Annexure–B: Plant & Machinery (HVAC & Goods) BOQ, including but not limited to:
- Refrigerators (full-height, energy-efficient, branded units for tea point / pantry).
- Coffee Machine (automatic or semi-automatic with multiple beverage options as specified).
- Microwave Ovens for staff / visitor use.
- Water Dispensers (hot & cold) for public and staff areas.
- LED Screens for information display, announcements, tutorials and guidance at SBFC.
The Firm shall:
- Supply all original, brand-new equipment from reputed brands (no refurbished or used items).
- Ensure delivery, unpacking, placement, fixing and connections (including minor accessories such as brackets, stands, mountings, plugs, etc.).
- Ensure proper coordination with Renovation & Electrical teams for power points, cable routing and mounting heights.
- Provide warranty cards, manuals and training for operation.
4.3 COORDINATION & INTERFACES
- Coordinate layout and locations with Architect / MEP Consultant / CLICK PIU so that indoor units, LED screens, fridges and coffee machine integrate visually with the interior design.
- Coordinate with Annexure–A (Renovation) Contractor for penetrations, supports, and finishing around units.
- Coordinate with IT & SBFC Application vendors for any interface where LED screens or future digital signage may be integrated.
4.4 TESTING, COMMISSIONING & HANDOVER
- Carry out pre-commissioning checks, phased testing and full-load trials.
- Rectify any snags / defects identified during joint inspections.
- Submit Test & Commissioning Reports, As-built data sheets, Warranty Certificates and O&M Manuals.
- RISK MANAGEMENT, MONITORING & EVALUATION
- Identify risks related to site access, roof access for outdoor units, power availability, noise, drainage and structural constraints.
- Propose and agree mitigation measures (timing of works, protection of finishes, temporary supports, etc.).
- Allow for periodic inspections by CLICK PIU and Consultants; submit short progress & risk reports during implementation.
