RFB Reference No.: ZM-ZRA-514625-RFB The Zambezi River Authority (“the Authority”) received financing from the African Development Bank (AfDB) and the World Bank’s International Development Associations (IDA) towards the cost of the Kariba Dam Rehabilitation Project and intends to apply part of the proceeds for the Supply, Installation, Testing, Commissioning and Maintenance of Early Warning System (EWS) with Command-and-Control Centres for Kariba Dam.

The Zambezi River Authority now invites sealed Bids from eligible Bidders for the following Omnidirectional Electronic Siren Systems Large Sirens: 10 units of multi-cell omnidirectional electronic siren systems with 360° acoustic coverage, siren control units, power supply systems (solar and grid), GSM/GPRS-based communication, IP cameras, lightning arrestors, earthing, and complete mounting and fencing works.

Mini Sirens: 40 units of single-cell omnidirectional siren systems with equivalent communication, control, and power configurations. Associated Services: Installation, testing, and commissioning of all sirens at designated field locations.

Non-Contact Discharge / Flow Monitoring Stations Quantity: 7 units of radar-based, non-contact discharge monitoring systems including sensors for velocity and water level, discharge computation unit, data logger, power supply with solar backup, telemetry (GSM/GPRS), protective enclosures, and related accessories. Associated Services: Installation and commissioning of each station.

Automatic Water Level Recording (AWLR) Stations – Radar Type Quantity: 10 units of radar-based automatic water level recorders with data loggers, power supply (solar with battery), telemetry modules, enclosures, and mounting accessories. Associated Services: Installation and commissioning.

Automatic Rain Gauge (ARG) Stations Quantity: 20 units of automated rainfall measurement stations consisting of tipping-bucket rain gauges (or equivalent), data loggers, solar power systems, telemetry modules, and protective enclosures. Associated Services: Installation and commissioning. Main Command and Control Centre and Backup Control Centre Quantity: 2 units each for Main and Backup Centres.

Supply and installation of ergonomic display systems including video walls, control consoles, electrical fittings, furniture, and interior works; and supply, installation, and configuration of IT infrastructure comprising servers, firewalls, networking equipment, and EWS decision-support software with remote integration hot standby control. Associated Services: Installation and setup of both Centres.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.

The following weightings shall apply for Rated Criteria (including technical and non-price factors): [40%] and for Bid cost: [60%]. Interested eligible Bidders may obtain further information from Zambezi River Authority, Misozi Mbawo, misozi.mbawo@zambezira.org and inspect the bidding document during office hours 08300 to 1630hours at the address given below.

The bidding document in English may be purchased by interested eligible Bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of USD 100.00 .

Bids must be delivered to the address below on or before 06 January 2026 at 1600 hours Zambian Time. Electronic Bidding will not be permitted. Late Bids will be rejected.

The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 06 January 2026 at 1600 hours Zambian Time .

All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. All Bids must be accompanied by a Bid-Securing Declaration, as appropriate.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
