9468-UA, LD2167 Project ID: P180245 RFB Reference No.: HEAL-RFB-3.4 Ukraine has received financing from: the International Bank for Reconstruction and Development (hereinafter – the "Bank") to cover the cost of the Health Enhancement and Lifesaving (HEAL) Ukraine Project financed under the Loan Agreement between Ukraine and the International Bank for Reconstruction and Development (hereinafter – the "Bank") dated December 22, 2022 No.
9468-UA (hereinafter – the "Loan Agreement") and the Council of Europe Development Bank (hereinafter – the "CEB") under the Framework Loan Agreement for the Implementation of the Health Enhancement and Lifesaving (HEAL) Ukraine Project dated June 11, 2024 No. LD 2167, and intends to apply part of the proceeds toward payments under the contract for Supply of Computer Tomography Scanners. 2.
The Ministry of Health of Ukraine (hereinafter – the "Purchaser") now invites Bids from eligible Bidders for the purchase of the following goods: All the listed goods will be subject to procurement within a single Contract (no lots) Computer Tomography Scanners – 27 pc.
Full description
Final Destination (Project Site) – 27 sites in different regions of Ukraine (for dedtailed information, please refer to the provisions of Section VII. Schedule of Requirements of the RFB) . Goods shall be delivered withing period of 270 calendar days from the date of the Contract signing.
The Related services are required to be provided: Inspection of premises at the final destinations (Project sites) - 27 services; Installation and commissioning works for putting the Goods into operation - 27 services; Training in operation (instruction) - 27 services.
The prospective Bidders shall meet the following Qualification Criteria: Financial Capability : The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last five (5) fiscal years prior to the deadline for submission of bids, demonstrating the current stability of the Bidder's financial condition.
If the Bidder is a joint venture (JV), all members of the JV must meet the above requirement.
Specific Experience : The Bidder shall demonstrate that it has successfully completed the delivery, installation, and commissioning of at least ten (10) units of Goods within the last six (6) years , starting from January 1, 2020, which are similar to, or more advanced in nature and complexity than, the Goods under this Contract.
Documentary Evidence: The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement: no requirements.
Manufacturing experience and Technical Capacity : The Bidder who is the manufacturer of the equipment to be offered shall provide documentary evidence (for instance, copies of extracts from contracts, acceptance test reports, commissioning reports, etc.), to demonstrate the following: The Bidder has manufactured goods of similar nature and complexity (computed tomography scanners) for at least ten (10) years, starting from January 1, 2015; and The volume of manufacturing goods of similar nature and complexity (computed tomography scanners) throughout past five (5) years, starting from January 1, 2021, amounted to at least fifty (50) units of such equipment.
Manufacturer’s authorization : A Bidder who does not manufacture of Computer Tomography Scanners , the Bidder shall provide evidence of being duly authorized by a manufacturer, meeting the qualification criteria in (d) (i), and (ii) above, to supply the Goods. Evaluation of combined Technical and Financial Parts shall be applied.
The weight to be given for cost factor is : 80% The weight to be given for the technical factor is: 2 0% The following technical factors as applicable: No Factor Weight in percentage 1 Improved technical and functional characteristics 90 Purchaser`s detailed requirements [1] a) (para 2.1) Gantry tunnel diameter (gantry aperture) 5 b) (para 2.3) Remote control from the operator console 5 c) (para 3.1) Maximum power of the generator 6 d) (para 3.2) Maximum current strength on the X-ray tube 6 e) (para 3.6) Heat capacity of the anode of the X-ray tube 6 f) (para 4.2) Number of detector elements 6 g) (para 4.4) Anatomical coverage of the detector along the Z axis (in the case of two detectors, indicate the sum of their widths) 5 h) (para 5.2) Maximum load on the table with accurate positioning 6 i) (para 6.3) Maximum reconstruction matrix 5 j) (para 6.4) Karyological time resolution 5 k) (para 8.1) Availability of operator console with a color LCD monitor, at least 19 inches in size and with resolution of at least 1280x1024 4 l) (para 9.6) Freezing coronary artery motion software, or helical imaging software with a cardiac resolution of at least 83 ms in two-segment reconstruction 5 m) (para 10.7) Automatic determination of the internal and external contours of the heart muscle (endocardium and epicardium) of all four heart chambers along with calculation of functional parameters of all four heart chambers 5 n) (para 10.8) Automatic labeling of spinal vertebrae and automatic determination of the angles of the reconstruction planes for individual vertebrae in all types of studies performed 5 o) (para 10.9) 3D segmentation and assessment of cerebral aneurysms software with calculation of aneurysm volume, minimum and maximum aneurysm length, and maximum and minimum aneurysm neck diameter 5 p) (para 10.10) Rapid stroke diagnosis software that automatically combines images of individual phases of contrast administration and automatically displays arteries, veins, and collateral vessels in different colors on the composite image 6 r) (para 10.11) Software for measure the wall thickness of individual airways and the diameter of their lumen with a single mouse click, as well as display the outer and inner contours of these walls 5 2 Warranty service conditions 10 a) (para 11.9) Warranty period of service 10 TOTAL 100 Evaluation of the Financial Part shall be taken into account: the Bid Price only .
A margin of domestic preference shall not apply. Detailed information is described in the Bidding Documents. 3.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (November, 2020 edition) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
The Purchaser shall use the following electronic-procurement system to manage this Bidding process: “Electronic procurement system” or “e-procurement system” means national electronic procurement system “Prozorro” available at https://prozorro.gov.ua/ , including authorized electronic procurement marketplaces.
The full list of authorized electronic marketplaces is available at https://prozorro.gov.ua/en/majdanchiki-prozorro . In order to submit the Bid, the Bidder shall register at one of the authorized electronic marketplaces in accordance with terms and conditions of selected marketplace. 4.
Interested eligible Bidders may obtain further information from Purchaser by filling requests through the authorized electronic procurement marketplace chosen by the Bidder at its own discretion from the list of authorized marketplaces referred to in clause 3 above . The Purchaser shall organize and the Bidders shall be invited to attend the pre-bid meeting, which will be held in the format of a video conference.
Date of the pre-bid meeting: November 26, 2025. Time: at 11:00 am (Kyiv time) A link to the video conference will be provided to all interested Bidders who send a request for participation to the following email address no later than 1 hour before the start of the pre-bid meeting: moz.wb.procurement@gmail.com with obligatory copy to: k.v.filonych@moz.gov.ua; vorotyuk@outlook.com. 5.
The bidding document in English and translation into Ukrainian are free for downloading at the website of electronic procurement system “Prozorro” by the following reference: https://prozorro.gov.ua/uk/tender/UA-2025-11-10-015393-a ID reference in the system: UA-2025-11-10-015393-a. 6. Bids must be submitted by uploading the complete Bid documents through the electronic-procurement system on or before 5:00 p.m.
(Kyiv time) on December 16, 2025. After the deadline the bidders will not be able to submit the bids and this option will be closed by the system automatically. The Bid shall constitute of documents representing a “TECHNICAL PART” and a “FINANCIAL PART”.
After the deadline for submission of the Bids, the “TECHNICAL PART” of the Bid (except those marked as confidential(private)), will be opened by the system automatically and will become available for the Purchaser, other bidders and/or any interested party.
Documents belonging to the “FINANCIAL PART” will not be opened at this stage provided that they have been uploaded to the e-procurement system under appropriate category (type). 7. All Bids must be accompanied by a Bid-Securing Declaration. 8.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
