Procuring Agency: Energy Development Corporation Limited (EDCL) Country: Rwanda Name of Project: Accelerating Sustainable and Clean Energy Transformation (ASCENT) Framework Agreement Title: Supply of electrical poles under Framework contract RFB Reference No.: RW-REG/EDCL-503070-GO-RFP Loan No./Credit No./Grant No.: IDA-74610 The Energy Development Corporation Limited (EDCL) has received financing from the World Bank toward the cost of the ASCENT and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreement (FA) f or Supply of electrical poles under Framework contract concluded through this RFB Primary Procurement process.
“For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, The Procuring Agency is undertaking Primary Procurement with a view to concluding a Framework Agreement. The Procuring Agency is the sole Purchaser under the Framework Agreement .
The Procuring Agency now invites sealed Bids from eligible Bidders for: Lot 1: MV & LV Wooden Poles Lot 2: MV Poles Concrete Lot 3: MV Poles Steel All materials shall be delivered at Gahanga (Kicukiro district), Shango (Gasabo), Kalisimbi (Nyabihu district), Kanzenze (Bugesera District), District within 6months counted from issuance of the purchase order.
The Framework Agreement to be concluded will be “Single-User.” “ The Single-User entitled to purchase under the Framework Agreement is the Energy Development Corporation Limited/ASCENT-RUEAP.
The Framework Agreement to be concluded will be “Multiple -Supplier.” The bidders must have successfully completed at least two (2) similar contracts for supply of electrical poles within the last 5 years (2020-2024) with the following values: Lot No1: 613,000 USD Lot No2: 57,000USD Lot No3: 148,000USD The good completion certificate must be accompanied by their respective contracts.
The bidders must submit the audited financial statements for the last three (3) years (2022, 2023 and 2024) justifying minimum average annual turnover as the follows: Lot1:902,000USD Lot2:81,000USD Lot3:212,000USD The selection of a Suppliers to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement.
However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a Call-off Contract.
Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
Bidders may submit Bids for one or more lots The Framework Agreement shall be concluded for a Term of Three (3) years, from the commencement date stated in the Framework Agreement. The Primary Procurement shall establish a Closed Framework Agreement(s).
Interested eligible Bidders may obtain further information from Energy Development Corporation Limited (EDCL); procurement@edcl.reg.rw with a copy to auwizeyimana@edcl.reg.rw, cuwajeneza@edcl.reg.rw inspect the bidding document during office hours (09:00 AM to 5:00 PM) at the address given below. For Goods manufactured in the Borrower’s country, compared with Goods manufactured abroad.
The preference is fifteen percent (15%) added to the Carriage and Insurance Paid (CIP) price of the Goods manufactured abroad. The Bidding document in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 USD or in a convertible currency.
The method of payment will be deposit on the Bank Account N° 1000057734 in USD opened at National Bank of Rwanda in the name of EDCL EAQIP IDA Designated Account, Swift Code: BNRWRWRW. The document will be sent by e-mail. Bids must be delivered to the address below, on or before 10/02/2026 at 10:00am (local time). Electronic Bidding “will not” be permitted. Late Bids will be rejected.
The Bid envelopes marked “Original Bid” ( Technical and financial combined ),” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10/02/2026 at 10:30am (local time).
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s/bidders’ beneficial ownership, as part of the publication of the conclusion of framework agreement notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
