This Invitation for bid follows the General Procurement Notice (GPN) for this Project which appeared in United Nations Development Business (UNDB) Issue No. P166415 dated2025/2026and the National e-Procurement System of Tanzania (NeST) dated13/08/2025. 2.
The UNIVERSITY OF DODOMA has received LOAN financing from the World Bank towards the cost of the Supply of ICT Equipment and Supply Installation and Commissioning of Smart Class at COESE and CNMS , and it intends to apply part of the proceeds toward payments under the contracts for Supply of ICT Equipment at UDOM Main Campus for HEET Project..
Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

“For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.” 3.
Bidding will be conducted through the National Competitive Tendering using Request for Bids (RfB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition, November 2020 as well as the Public Procurement Act, CAP 410, and is open to all Bidders as defined in the Procurement Regulations. 4.
Interested eligible Bidders may obtain further information from UNIVERSITY OF DODOMA, Stanley Nonjela P. O. Box 259 and inspect the bidding document through NeST. 5. A complete set of bidding document(s) in English may be accessed through NeST freely.
Bidders are required to register through NeST and pay the bid participation fees indicated in the NeST (https://nest.go.tz/nest-tenderer/wallet/tender-charges) to be able to participate in this Bidding process. 6. NeST payment user guide is made available in the NeST dashboard. 7. Bids must be submitted electronically through NeST on or before 2:00 PM hours local time on 20/01/2026.
Bid(s) will be opened promptly thereafter through NeST. Bid opening details will be available through NeST. 8.All bids must be accompanied by a Bid Security in the form of Tender Security - Bank Guarantee in the currency of The Tanzanian Shilling or freely convertible currencies in case of foreign Tenderers worth 40,000,000.00. 9.
