Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Palestine Name of Project: West Bank and Gaza Integrated Solid Waste Management – Phase I Contract Title: Supply of Landfills & Transfer Station Equipment Grant No.: P500392 RFB No.: GZ-MDLF-495880-GO-RFB The Municipal Development and Lending Fund (MDLF) has received financing in the amount of US$ 25 million equivalent from the TFGWB and PID-MDTF toward the cost of the West Bank and Gaza Integrated Solid Waste Management – Phase I Project.
MDLF intends to apply part of the proceeds to payments under the contract for the Supply of Landfills & Transfer Station Equipment . Bidding will be conducted through international competitive procurement using the Two-Envelope Bidding Process, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (September 2023), and is open to all eligible Bidders as defined in the Procurement Regulations.
The bidding consists of six (6) lots as follows : Lot #1 – Landfill Compactor 36 ton - 1 unit Lot #2 – Wheel Loader 19 ton - 2 units Lot #3 – Track Excavator 36 ton - 2 units Lot #4 – Backhoe Loader 8 ton - 2 units Lot #5 – Water Tanks 8.5 m3 with Suction and Water Tank 9.5 m3 - 2 units Lot #6 – Medical Waste Collection Vehicle 12 ton designed GVW - 1 unit 3.
Bidders may submit a bid for one lot or for more than one lot. 4. MDLF now invites sealed Bids from eligible Bidders to Supply Landfills & Transfer Station Equipment . 5.
Interested eligible bidders may obtain further information from MDLF / Procurement Department, Tel.: +970 2 242 6610, or via e-mail: azayed@mdlf.org.ps, bidders can inspect the Bidding Documents at the address given below between 8:00 AM - 3:00 PM from Sunday to Thursday at the address given below. 6. The Bidding Documents in English will be available for collection at MDLF premises in Ramallah.
Interested bidders may obtain the bidding documents from the address indicated below, upon payment of a non-refundable fee of USD 150 , either through the National Bank (Account No. 0206/0079956/002/2000/000) or via bank transfer (IBAN No. PS90 TNBC 0206 0079 9560 0220 0000 0) . 7. Bids shall be valid for a period of 120 after Bid closing date.
Bid Security is required for each lot as follows: Lot #1: US$ 18,000 Lot #2: US$ 15,000 Lot #3: US$ 18,000 Lot #4: US$ 5,000 Lot #5: US$ 7,500 Lot #6: US$ 3,000 The Bid Security shall remain valid for 148 days after the bid submission deadline (i.e. valid until 23/06/2026) and must be placed in the first envelope (Technical Part). 9.
Bidders are invited to attend the pre-bid meeting which will be held on Tuesday, 30 December 2025 at 10:00 AM (local time) at MDLF Ramallah office, second floor, at the address below. 10. Bids must be delivered to the address below on or before 12:00 noon on 26/01/2026 . Electronic Bidding will not be permitted. Late Bids will be rejected.
The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 12:00 noon on 26/01/2026 .
All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening . 11.
