Issued on: 24/12/2025 RFP No: RW-REG/EDCL- 503072 -GO-RFB Specific Procurement Notice Request for Bids Goods Country: RWANDA Name of Project: Accelerating Sustainable and Clean Energy Transformation (ASCENT-Rwanda) Project Contract Title: Supply of MV & LV line accessories under Framework contract Loan No./Credit No./ Grant No.: IDA-74610 and 74600 The Government of the Republic of Rwanda (GoR) has received financing from the World Bank toward the cost of the Rwanda Accelerating Sustainable and Clean Energy Transformation Project (ASCENT) and has on-lent the proceeds of the financing to Energy Development Corporation Limited (EDCL) that is implementing the Project on the behalf of the GoR.
EDCL intends to apply part of the proceeds towards payments under Call-off Contracts that may be awarded under the Framework Agreement (FA) for Supply of MV & LV line accessories under concluded through this RFB Primary Procurement process.
“For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.” The Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible Bidders for Supply of MV & LV line accessories under Framework contract .
This tender is comprised of two (02) Lots as follows : Lot 1: Supply of LV line accessories, Lot 2: Supply of MV line accessories . Materials shall be delivered to Kanzenze (Bugesera District) within 6months counted from issuance of the purchase order.
The Framework Agreement to be concluded will be “Single-User.” “ The Single-User entitled to purchase under the Framework Agreement is the Energy Development Corporation Limited/ASCENT-RUEAP.
The Framework Agreement to be concluded will be “Multiple -Supplier.” The bidders must have successfully completed at least two (2) similar contracts for supply of electrical poles within the last 5 years (2020-2024) with the following values: Lot 1: 686,400 USD, Lot 2: 61,700 USD or One (1) contract with a value of 1,372,800 USD for lot 1, and 123,400 USD for Lot 2 The good completion certificate must be accompanied by their respective copies of the contracts.
The bidders must submit the audited financial statements for the last three (3) years (2022, 2023 and 2024) justifying minimum average annual turnover as follows: Lot 1:980,600 USD, Lot 2:88,200 USD The selection of a FA Suppliers to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement.
However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a Call-off Contract Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
Bidders may submit Bids for one or both lots The Framework Agreement shall be concluded for a Term of Three (3) years, from the commencement date stated in the Framework Agreement. The Primary Procurement shall establish a Closed Framework Agreement(s).
Interested eligible Bidders may obtain further information from EDCL, procurement@edcl.reg.rw with a copy to gndayisaba@edcl.reg.rw and inspect the bidding document during office hours from 09:00 AM to 17:00 PM at the address given below .
The Bidding document in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 USD or in a convertible currency. The method of payment will be deposit on the Bank Account N° 1000057734 in USD opened at National Bank of Rwanda in the name of EDCL EAQIP IDA Designated Account, Swift Code: BNRWRWRW.
The document will be sent by e-mail. Bids must be delivered to the address below on or before 13/02/2026 at 10:00 am (Local Time). Electronic bidding will not be permitted. Late Bids will be rejected.
Bids (both technical and financial contained in one envelop) will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 13/02/2026 at 10:30am.
