- The Government of the People’s Republic of Bangladesh has received financing from the World Bank as grant toward the cost of the Supply of Towing Vehicle and Arial Platform Ladder for Department of Fire service and Civil Defense (FSCD) and intends to apply part of the proceeds toward payments under the contract for Supply of Towing Vehicle and Arial Platform Ladder for Department of Fire service and Civil Defense (FSCD). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Local Government Engineering Department now invites sealed Bids from eligible Bidders for the said package (Package No: HELP/GD-06). The quantity of the Supply of Towing Vehicle is 6 nos and the quantity of the Supply of Arial Platform Ladder is 2 nos for Department of Fire service and Civil Defense (FSCD). The delivery period will be 365 days, the final destination is Department of Fire Service and Civil Defence (FSCD), Kazi Alaudddin Road, Dhaka, Bangladesh. The margin of preference will be granted.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (Fifth Edition, September 2023) (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20% and for Bid cost: 80%.
- Interested eligible Bidders may obtain further information from Project Director, HELP Project and inspect the Bidding document during office hours from 0900 to 1600 hours local time at the address given below. A read-only copy of the bidding document will also be available for viewing by prospective bidders on the website of the Employer www.lged.gov.bd.
- A complete set of bidding documents in English may be purchased by eligible bidders through either one of the following two options:
Option-1: On submission of a written application through email, which should be sent from the bidder’s official email address to the Employer’s email address shown below, together with an attached copy of documentary evidence demonstrating direct deposit/electronic wire-transfer payment to the Employer’s bank account specified below of a nonrefundable fee as follows: For delivery of the bidding documents within Bangladesh: BDT 12,000 or US Dollars 100. For delivery outside Bangladesh: BDT 20,000 or US Dollars 165. Within 3 working days of receipt of the required fee in the Employer’s bank account, the Employer will dispatch the bidding documents through courier service and send a copy of the courier service order receipt through reply email to the bidder's email address, which the bidder may use to track the delivery. The Employer shall not be responsible in case of late or incorrect delivery by the courier service company. OR Option-2: On submission of a written application letter on bidder’s official letter head which should be delivered to the Employer’s address shown below together with the original Bank Draft or Pay Order in favor of “Project Director, HELP” for payment of the non-refundable fee in the amount of Bangladesh Taka 10,000 or US Dollars 80, and the bidding documents may be collected by the bidder from the Employer’s address below.
- Bids must be delivered to the address below on or before 13.00 hours (GMT+6) of 20 January, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 13.30 hours (GMT+6) of 20 January, 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a “Bid Security” of USD 78,000.00 (Seventy Eight Thousand) or equivalent in any freely convertible currency in favour Project Director, HELP.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
