Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: REPUBLIC OF IRAQ Name of Project: Emergency Operation for Development Project-Additional Finance (P155732) Contract Title: Supplying of ACSR Conductor 120/20mm 2 and Outdoor 400A L.V Switchgear Pole Mounted for Anbar and Ninawa, Two lots Loan No.: 8793 IQ RFB Reference No.: EODP-AF-MOE/DE/G35 The Republic of Iraq has received financing from the World Bank toward the cost of the Emergency Operation for Development Project (EODP) -Additional Finance (P???) , and intends to apply part of the proceeds toward payments under the contract for Supplying of ACSR Conductor 120/20mm 2 and Outdoor 400A L.V Switch Gear Pole Mounted for Anbar and Ninawa, Two lots .
For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
The Ministry of Electricity (MOE) now invites sealed Bids from eligible Bidders for the supply of one or both Lots as follows: Lot 1: Supplying of Aluminum Conductor Steel Reinforced (ACSR)120/20mm2 for Anbar and Ninawa Governorates. Lot 2: Supplying of Outdoor 400A L.V gear Pole Mounted for Anbar and Ninawa Governorates.
The Goods in each Lot are required to be delivered within 90 to 120 days from date of signing the contract CIP to Anbar and Ninawa Governorates. Partial delivery is allowed. A margin of domestic preference shall not apply. The bidders have the option to quote for One or Two lots. The bidder who intends to submit for Two lots should meet all the aggregate qualification requirements for the lots submitted. 3.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 with last revision on March 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. 5. Interested eligible Bidders may obtain further information from the Ministry of Electricity/ Investment and Contracts Office and inspect the bidding document during office hours 09:00 to 14:30 hours Baghdad local time at the address given in item 11 below. 6.
The bidding document in ENGLISH may be purchased by interested Bidders upon the submission of a written application to the address in item 11 below and upon payment of a nonrefundable fee of USD 150. The method of payment will be in cash. The document will be picked up from the Ministry of Electricity/ Investment and Contracts Office address shown below.
For the International Bidders, there is also the option of purchase through money transfer and the Bidding Documents to be sent by e-mail upon receipt of money transfer to MOE bank account with the net amount of USD 150 excluded any additional cost regarding the money transfer. MOE bank account is available upon request after sending the company credentials and confirming the official e-mail address 7.
Bids must be delivered to the address below on or before Dec 24, 2025 Time: 11:00 A.M Baghdad Local Time . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ Original Bid ”, and the inner envelopes marked “ Technical Part ” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below.
All envelopes marked “ Second Envelope: Financial Part ” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening 8. All Bids must be accompanied by a Bid Security of USD (25,000) or IQD 32,500,000 for Lot 1 and USD (10,000) or IQD 13,000,000 for Lot 2 in the form of Bank Guarantee or as a Certified Cheque .
The validity of the bid security or Certified Cheque shall be twenty-eight (28) days beyond the original validity period of the Bid. The Bid Security or the Certified Cheque shall be addressed to the Ministry of Electricity and issued in the name of the bidder. Note: using this Two-envelope Bidding process requires placing the Bid Security in the first Envelope-Technical Part 9.
A pre-bid meeting for interested eligible Bidders will be held on Wednesday, Dec 10, 2025, at 10:00 AM Baghdad Local Time at the address in item 11. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
