GEOSPATIAL INFORMATION AGENCY Integrated Land Administration and Spatial Planning Project (ILASPP) IBRD Loan No.9732-ID Project Management Expert (1 position) REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Project Management Expert Reference No : ID-BIG-537146-CS-INDV The Government of the Republic of Indonesia has received a loan from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP), intends to apply part of the proceeds for individual consultant service as Project Management Expert . The Project Management Expert will be a strong support to Project Implementation Unit (PIU) at BIG and other working units on a full time basis, as well as strengthening and enhancing the quality of ILASP project planning, assisting in team coordination, geospatial data management, and regulatory compliance. Provide regular monitoring and evaluation reports directed to PIU. The Project Management Expert, under supervision and coordination of the PIU-ILASPP will be responsible, but are not limited to the following:
- Project Planning and Organization: Preparing project documents including the project charter, work breakdown structure, schedule, and budget. Defining project objectives and identifying necessary data, tools, human resources, and technology.
- Facilitate day-to-day communication, including exchange of information, updates, and coordination between PIU and key project stakeholders
- Assist PIU in developing technical guidelines, Standard Operating Procedures (SOPs), and monitoring frameworks to oversee activities under Component 4 can be implemented according to plan and meet the required technical specifications.
- Prepare and submit periodic project progress reports.
- Cross-Sector Coordination and Communication: Coordinating with technical teams, local governments, ministries/agencies, and private stakeholders; facilitating stakeholder communications and public consultations.
- Assist PIU to coordinate and organize meetings as requested by PIU and PMU in ATR/BPN to prepare meeting agendas, minutes, and other necessary documentation, ensure effective communication among project team members, and follow-up actions.
- Monitoring and Evaluation: Monitoring and evaluating project implementation, measuring performance based on time, cost, quality, and spatial impact indicators; preparing technical and administrative reports for relevant agencies
- Considering the dependence of ILASPP implementation on the availability and performance of the Map Production Center (MPC) provided by KPBUMN, the scope of services of the Individual Project Management Consultant includes the following:
- Support the PIU in ensuring that the roles, responsibilities, and performance of KPBUMN are aligned with ILASPP implementation requirements, including facilitating operational coordination between the PIU and KPBUMN for MPC utilization and MPC-dependent project activities.
- Identify technical, administrative, institutional, and coordination constraints affecting KPBUMN performance, including gaps between MPC capacity, availability, or readiness and the project’s implementation schedule and targets.
- Analyze the impact of KPBUMN-related constraints on project timelines, costs, quality, and overall performance, including potential delays or deviations in ILASPP implementation resulting from reliance on MPC services.
- Propose practical and actionable corrective measures to address identified constraints, and assist the PIU in formulating follow-up actions, including improvements in coordination mechanisms, schedule adjustments, and strengthening operational arrangements with KPBUMN.
- Monitor the implementation of agreed corrective actions and report to the PIU on KPBUMN performance, key issues, progress of corrective measures, and further recommendations.
The Project Management Expert shall have the following minimum qualifications and experience: a. Master’s degree (S2) in Management, Public Administration, Project Management, or a related geospatial/spatial planning field. b. Experience: A minimum of 10 years of relevant experience in the field. Experience in project management of international funded projects, specifically the World Bank is highly desirable. c. Proven ability to work under pressure, independently, and in cross-functional teams. d. Strong communication and leadership skills; proficient in English. PIU of ILASPP now invites eligible consultants to indicate their interest in providing the services.
