Project Implementation Unit Climate Resilient Water Services Project (CRWSP) of the Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of The Kyrgyz Republic announces tender for the position of Systems Analyst - Technical Writer (Local Consultant) to support the implementation and regulation of Unified Water Information System) Minimum qualification requirements: Higher technical education (IT/telecom/engineering) and proven experience of ≥8 years in IS/business analysis (experience in Public Sector is preferable), including preparation of TOR, specifications and project documentation.
Process modeling: confident working with basic notations; building as-is/to-be models; maintaining a register of requirements. Development of regulatory framework: Provisions on IS application, role model of access, technical support/user support regulations, IS regulations, procedures for control and monitoring of IS application, adjustments to DIs.
Preparation of user documentation and knowledge base (manuals, instructions, checklists, FAQs) for different roles. Stakeholder coordination: interaction with several agencies, facilitation of approvals, work of interdepartmental working groups (central and territorial levels).
Knowledge of public sector and donor project practices/standards; experience in preparation of digital transformation strategies/roadmaps, feasibility studies and procurement documents; batch reporting on phases.
Preferably: subject matter expertise (water resources/irrigation and related areas); knowledge of ITSM/ITIL, Helpdesk, SOP, SLA/OLA; experience of corporate IT infrastructure requirements (data center, redundancy, monitoring).
