  • The Royal Government of Cambodia has received financing from the World Bank toward the cost of the Skills for Better Jobs Project (SBJ) and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the Services”) is to support National Employment Agency (NEA) Career Counsellors both career guidance and job search support services through NEA job centers, mobile job centers, and outreach programs. These services include counseling sessions, workshops, and access to labour market information tailored to diverse audiences, such as high school and university students, jobseekers, and workers seeking re-employment or career transitions. NEA currently has approximately 60 Career Counsellors, who together serve around 15,000 jobseekers and 14,000 students each year. For in depth understanding of the required services under this assignment, please referred to the ToR of this consultancy for your reference.
  • The SBJ Project is now invites eligible Consulting firm “consultants” to Revise Career Guidance and Job Counseling Materials and Build Capacity of NEA Career Counsellors. The specific objectives of the consultancy are (i) Review and update NEA’s career guidance and job counseling materials to align with labour market needs and upgraded LMIS functions; (ii) Develop and test user-friendly, accessible, and digital-ready materials for students, job seekers, and workers and integrate them with NEA’s digital systems; (iii) Build the capacity of NEA career counsellors through training, including ToT and online modules, and provide recommendations for continuous professional development. The shortlisting criteria are:
  • The consultancy firm should have a minimum of 5 years of experience in developing the materials for career guidance, job search support, and job counselling and provide training to NEA Career Counsellors, ensuring the materials are aligned with current labour market trends and effectively meet the needs of diverse population.
  • Have successfully completed at least 2 similar assignments in the past 7 years (e.g., digital self-assessment tools, career guidance platforms, or LMIS tools) for public employment agencies, education ministries, or international organizations (e.g., WB, ILO, UNESCO) is an advantage.
  • proven capacity in systems integration, and digital learning technologies.
  • Show evidence of in-house technical and subject matter expertise that combines experience in education and career counseling, the design and delivery of training programs—preferably those targeting career counsellors or employment service staff in public or private organizations—and digital content adaptation or coordination with IT teams to ensure integration of materials into online platforms.
  • Understanding of the local labour market dynamics and the challenges facing job seekers, employers, and training providers in the region.
  • Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consulting firm will be selected in accordance with the procedures of Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
