Tarjouspyyntö: Rakennusurakka, asuinkerrostalon linjasaneeraus Hämeenlinnan kaupunki pytää tarjouksianne koskien Hämeenlinnan kaupungin konserniin kuuluvan Hämeenlinnan Vanhusten Asuntosäätiö sr. tehtävää rakennusurakkaa. Rakennuskohteena on (Lukiokatu 24) asuinkerrostalo, jossa toteutetaan linjasaneeraus urakka-asiakirjojen mukaisesti hyvää rakennustapaa noudattaen.
Kyseessä on hankintalain 1397/2016 mukainen kansallisen kynnysarvon ylittävä rakennusurakka, jonka hankinta järjestetään avoimella menettelyllä. Kaikki soveltuvuusvaatimuset ja vähimmäisvaatimukset täyttävää tarjoajaa otetaan mukaan vertailuvaiheeseen. Vertailuperusteena käytetään kokonaistaloudellisesti edullisinta ratkaisua siten, että hinta 80 % ja laatu 20 %.
Laadun vertailua varten hankintayksikkö perustaa arviointiraadin talonrakennusalan ammattilaisista, jotka antavan laatupisteet tarjouspyynnön liitteen mukaisesti. Laatupisteet lisätään hintapisteisiin. Urakkamuotona on kokonaisurakka, joka sisältää urakan toteutuksen Hankintayksikön tekemään hankesuunnitelmaan perustuen. Tarjoajien tulee tarjota sitova kokonaishinta.
Halvimman kokonaishinnan tarjonnut tarjoaja saa maximipisteet 80p, ja muiden tarjoajien pisteet lasketaan suhteessa voittajaan kaavalla: halvin hinta/ tarjottu hinta* maximipisteet (80p).,
