Scope overview
TD1814 - Commercial Off The Shelf (COTS) Software and Related Services: Microsoft Additional information: TThe original contract (TD1814) was valued at £9,719,565. The proposed modification of £1,975,000 represents less than 50% of the original contract value and therefore complies with the financial thresholds in Regulation 72(1)(b) of the Public Contracts Regulations 2015.
The modification relies on Regulation 72(1)(b), as the additional services have become necessary and were not included in the original procurement. A change of contractor is not viable due to economic and technical considerations, including interoperability with existing services, and would result in significant inconvenience and duplication of costs for the contracting authority.
By extending the existing contract by 12 months, we will gain a clearer understanding of: (1) the precise deliverables required under the new contract; (2) the commercial implications of Local Government Reorganisation; and (3) how a Microsoft Partner can best support us through this process. This will enable us to shape the tender for the subsequent contract more effectively.
The current contract ends 31 December 2026. The Modification will extend it to 31 December 2027. In accordance with best practice the Council will apply a 10 day voluntary standstill from the day of publication of this notice prior to awarding the extension.
