Scope overview
The opportunity Te Whatu Ora is seeking to establish a nationally consistent system of data capture, analytics and intelligence that supports the use of health intelligence and insights to ensure equity of access and outcomes from all health services across Aotearoa New Zealand.
National Data Platform: Core to achieving this objective is the consolidation and reconciliation of data collected locally into a national picture, resulting in the construction of a federated data platform made up of a suite of integrated technology products, consolidating data collected, into an easily accessible view, locally, regionally and nationally, referred to as the National Data Platform (NDP).
The NDP is consistent with the direction and deliverables of Te Pae Tata Interim New Zealand Health Plan 2022, the Data Tripartite Agreement1 and the published Data and Information Strategy for Health and Disability (DISH). It aligns with a number of initiatives such as Hira and the Primary Health Dataset Programme (PHDP).
The DISH system is good at collecting large amounts of data but less effective at connecting and using that data. Further, not all information is digitised and where it is there is variation in the way data is recorded. Data is often duplicated which makes it challenging and expensive to ensure the system is working with data from a trusted source Shortlisted providers are requested to respond to this RFP.
