STATE OF PALESTINE MINISTRY OF FINANCE GENERAL SUPPLY DEPARTMNET (GD) FOR THE BENEFIT OF THE PALESTINIAN WATER AUTHORITY REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: State of Palestine Name of Project: Water Security and Resilience Program (SoP 1) Project ID No.: P176025 Assignment Title: The Design and implementation of Public Awareness Campaign (PAC) Grant No.: TF- B2334 Reference No.: PWA/GCDP/CS04/QCBS Invitation No.: PWA-GSD/WB/2025/159 The Palestinian Liberation Organization (PLO) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of Water Security and Resilience Program (WSRP SoP1) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Design and Implementation of Public Awareness Campaign (PAC). The required services are available in the detailed Terms of Reference (TOR) for the assignment that can be found at the following website: www.pwa.ps/ar/Bid The estimate level of effort for the key staff is 20 person-months .

The assignment is expected to commence in July 2026, with an implementation period of approximate fourteen (14 ) months. The Directorate of General Supplies now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: General experience (Weight: 20%): The firm must have a minimum of 10 years of operational experience specializing in strategic development, planning, and/or implementation of public awareness campaigns and community outreach initiatives, Preference will be given to firms with experience in the WASH (Water, Sanitation and Hygiene), health, or environment sectors.

Full description

Specific experience (Weight: 80%): The firm must provide evidence of having successfully completed at least two (2) consultancy assignments of similar nature, size, and complexity within the last seven (7) years . These assignments must specifically involve the design and implementation of large-scale public awareness and communication (PAC) campaigns.

Submission must include: Details of assignment nature, scope, contract value and client. Completion certificates or similar proof of successful completion for the reference assignments The firm should also demonstrate access to, or the ability to mobilize, a skilled and multidisciplinary team with expertise relevant to the assignment. The minimum qualifying score for the above criteria is 75%.

Submission Guidelines: Firms may submit a maximum of ten (10) similar consultancy assignments as references The Expression of Interest (EOI) document shall not exceed 80 pages. The completion certificates for the similar assignment must be submitted Note: Key Experts proposed in the ToR will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018, November 2020, September 2023 and Feb.2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations. Further information can be obtained at the address (1) below during office hours from 8:00 am to 03:00 pm. Sunday to Thursday.

Expressions of interest must be delivered in a written form to the submission address (2) below (in person, by mail, or by email), on or before 08/12/2025 no later than 12:00 Noon (Local Palestine Time). The address is: Ministry of Finance Directorate General of Supplies.
