Somaliland Government Seeks Technical Assistance for IPSAS and IFRS Implementation

To review and enhance accounting and reporting documents, including policies, manuals, and regulations, to support full IPSAS adoption. To support completion of fixed asset registration and valuation for all public entities. To support the inclusion of all public entities’ GPFRs in the Government-Wide GPFR. Prepare training needs assessment to support the adaption of IPSAS and IFRS implementation. C.

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience, and skills should be included: D. Consultant’s Qualifications and Experience 1. Education: Bachelor’s degree in accounting, Public Finance, Public Administration, Business administration, or a related discipline.

Professional accounting qualification such as CPA, ACCA, or equivalent 2. Experience: Minimum of five (5) years of experience in public sector accounting or financial reporting. At least three (3) years working with government institutions and donors, preferably in Somaliland or similar contexts.

Must have considerable experience in the field of IPSAS and IFRS Familiarity with Somaliland PFM laws and regulations Experience in capacity building and training delivery. Prior experience with the international donors, Ministry of Finance, Accountant General’s Office, or Auditor General’s Office is an advantage. E.

Reporting and other Deliverables: The consultant will report to the Accountant General of the State and will provide monthly and quarterly reports to the SERP Project Coordinator. F. Duration of Assignment: The assignment is expected to take 12 months. G.

The Ministry of Finance and Economic Development with the Office of the Accountant General invites potential candidates for technical assistance in implementing IPSAS as per the Terms of Reference.
