GOVERNMENT OF SOMALILAND REQUEST FOR EXPERESSION OF INTEREST FOR IPSAS AND IFRS IMPLEMENTATION TECHNICAL ASSISTANCE A. Background The Government of Somaliland has received financing from the World Bank toward the cost of Somali Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). The assignment involves a capacity-building initiative for Office of the Accountant General (OAG) to comply with and adopt IPSAS for the preparation of government financial statements for accounting periods. given the complexity of IPSAS implementation. it is essential to ensure the correct accounting treatment to minimize non-compliance risks and update organizational accounting and other relevant policies to reflect changes required by the new accounting standards. B. Objective(s) of the Assignment
- To review and support the Office of the Accountant General in the implementation of the IPSAS Roadmap (2022–2027) and update the roadmap where necessary.
- To conduct a detailed diagnosis and identify gaps for adaptation of IPSAS cash basis II migration from IPSAS cash
- To provide capacity building to the Office of the Accountant General and all public entities to support the transition to accrual-based IPSAS, including a detailed gap analysis for migration from IPSAS cash basis II to IPSAS accrual basis.
- To review and enhance accounting and reporting documents, including policies, manuals, and regulations, to support full IPSAS adoption.
- To support completion of fixed asset registration and valuation for all public entities.
- To support the inclusion of all public entities’ GPFRs in the Government-Wide GPFR.
- Prepare training needs assessment to support the adaption of IPSAS and IFRS implementation.
C. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience, and skills should be included: D. Consultant’s Qualifications and Experience
- Education:
- Bachelor’s degree in accounting, Public Finance, Public Administration, Business administration, or a related discipline.
- Professional accounting qualification such as CPA, ACCA, or equivalent
- Experience:
- Minimum of five (5) years of experience in public sector accounting or financial reporting.
- At least three (3) years working with government institutions and donors, preferably in Somaliland or similar contexts.
- Must have considerable experience in the field of IPSAS and IFRS
- Familiarity with Somaliland PFM laws and regulations
- Experience in capacity building and training delivery.
- Prior experience with the international donors, Ministry of Finance, Accountant General’s Office, or Auditor General’s Office is an advantage.
E. Reporting and other Deliverables: The consultant will report to the Accountant General of the State and will provide monthly and quarterly reports to the SERP Project Coordinator. F. Duration of Assignment: The assignment is expected to take 12 months. G. The Ministry of Finance and Economic Development with the Office of the Accountant General invites potential candidates for technical assistance in implementing IPSAS as per the Terms of Reference. Interested Individual Consultants shall provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services. H. Submission Requirements: The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Individual Consultant will be hired based on the World Bank’s Guidelines for Selection and Employment of Consultants (July 1, 2016, and updated November 2017, August 2018, November 2020, September 2023) and March 2025.
