Request for Expressions of Interest (REOI) (Consulting Services – Selection of Firms) Country : Republic of Uzbekistan Project : Uzbekistan Resilient Landscapes Restoration Project (RESILAND) Loan No .: 7138-UZ Assignment Title : Technical Assistance Partner (TAP) for Social Mobilization and Community Level Enterprise Promotion Support Reference No .: LRP/QCBS/02 The Republic of Uzbekistan has received financing from the World Bank for the implementation of the Uzbekistan Resilient Landscapes Restoration Project (RESILAND) and intends to apply part of the proceeds for consulting services. The project aims to increase the area under sustainable landscape management and enhance resilient livelihoods in selected regions of Uzbekistan. The assignment will be implemented under Component 2.2: Enhance Resilient Livelihoods and Value Chains and will cover selected communities in Surkhandarya, Kashkadarya, Samarkand, Jizzakh, Syrdarya, and Namangan regions. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expression of interest should cover, but not limited to: corporate profile, core business, years in business, experience relevant to the project activities, key staff resources, and information on the local engagement. The Terms of Reference of this assignment are available on request by emailing the PIU at: procurementresiland2025@gmail.com Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020, setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the QCBS method set out in the WB Procurement Regulations dated March 24, 2026. Below are the criteria for shortlisting:
- General Experience :
The Consultant must have operated for at least 5 years in the consulting business;
- Specific Experience:
The Consultant must have successfully completed similar contracts in amount of 1 mln. or 2 or more contracts with aggregated to amount not less than 1.5 mln. within 5 years;
- Financial Situation :
The Consultant must have participated in projects financed by International Financial Institutions. Financial status with consultancy turnover in past 5 years in the form of statement confirmed by company itself. Availability of appropriate skills among key personnel, team composition etc. Key Experts will not be evaluated at the shortlisting stage.
