PROJECT BACKGROUND The Tuvalu Health System Strengthening Project (THSSP) seeks to improve the quality and accessibility of health services in Tuvalu, including through adoption of digital health solutions and telehealth. The project is funded by a World Bank grant (USD 15 million), became effective on 3rd August 2022 and closes on 30 June 2028.

Developing a comprehensive Digital Health Strategy and Telehealth implementation plan is critical to address access and service delivery challenges and to ensure sustainable, inclusive digital health solutions for Tuvalu’s population. OBJECTIVES Assess current digital health and telehealth capabilities within Tuvalu’s health system.

Identify priority improvements and formulate strategies for development, implementation and sustainability of digital health services. Establish telehealth service delivery models tailored to Tuvalu’s geographic and population needs. (including cross-border care) Develop guidance on data management, cybersecurity, privacy and ethical considerations for telehealth.

Strengthen capacity of healthcare providers in the use of digital health tools and telehealth delivery. Assess interoperability with regional systems (e.g., Fiji, Solomon Islands, Tonga) to enable secure cross-border referrals and shared-services where feasible.

Interested Consultant Firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions.

4)EVALUATION CRITERIA The criteria for selecting the Consultant Firms are: Demonstrable track record in digital health strategy and telehealth implementation in low-resource or small island contexts (at least 10 years). Experience working in Pacific countries or similar settings preferred. Strong organizational capacity to mobilize the required multidisciplinary team and to undertake fieldwork in Tuvalu.

Fluency in English (written and spoken). Key experts: The Firm shall propose four Key Experts. Each Key Expert must submit a CV, a brief statement of availability, two references with contact details, and examples of relevant past work. one Key Expert must be based in Tuvalu while the remaining three are work from abroad.

Key Expert 1 — Team Leader / Digital Health & Telehealth Minimum qualifications: Master’s degree in Public Health, Health Informatics, Health Systems, Medicine, or related field.

Minimum experience: 10+ years in digital health strategy and health systems strengthening, including at least 3 assignments in low-resource or small-island contexts; proven experience leading multi-disciplinary teams and stakeholder engagement. Core skills: Strategy development, project management, stakeholder facilitation, synthesis of assessments into actionable plans, excellent English.

Responsibilities: Overall technical and managerial responsibility; lead assessment, lead development of the National Digital Health Strategy and Telehealth Implementation Plan, quality assurance of all deliverables, lead monthly presentations to PMU/stakeholders, coordinate team inputs and approvals.

Key Expert 2 — Telehealth Specialist Minimum qualifications: Advanced degree in Medicine, Nursing, Public Health or related clinical field; documented experience in telemedicine/telehealth clinical service design.

Minimum experience: 8+ years clinical practice and at least 4 years designing or implementing telehealth clinical pathways, SOPs and training/ToT programs; experience in ethical/medicolegal aspects of telehealth. Core skills: Clinical workflow design, development of SOPs, curriculum and ToT design, clinical mentorship and training delivery.

Responsibilities: Define telehealth service delivery models and priority use-cases; develop clinical SOPs, referral/escalation pathways and documentation requirements; design and deliver capacity-building program and ToT; support initial training sessions and mentorship plan.

Key Expert 3 — Health Informatics, Data Governance & Cybersecurity Specialist Minimum qualifications: Master’s degree in Health Informatics, Information Systems, Computer Science, Law with data protection specialization, or related field.

Minimum experience: 8+ years implementing health information systems, interoperability initiatives and data governance in LMICs or small-island settings; familiarity with standards and health data privacy laws. Core skills: Systems assessment, interoperability mapping, data governance drafting, cybersecurity risk assessment, design of consent and data-sharing arrangements.

Responsibilities: Conduct interoperability assessment and recommend architecture; develop Data Governance Framework including privacy, security and consent arrangements; advise on ethical considerations and incident response; supply technical inputs for M&E data flows and dashboards.

Key Expert 4 — ICT Infrastructure, Procurement & Sustainability Specialist Minimum qualifications: Bachelor’s or Master’s degree in ICT, Network Engineering, Finance, Public Policy, or related field.

Minimum experience: 7+ years in ICT infrastructure planning for health or remote environments, procurement/specification drafting, and sustainability/financing analysis for digital health projects; demonstrable experience on Pacific/SIDS connectivity projects (e.g., submarine cable landing projects, satellite/LEO deployments such as Starlink pilots, VSAT rollouts, rural wireless networks); experience in life‑cycle costing and recurrent-cost modelling; experience preparing procurement specifications for connectivity and managed services; prior work with Pacific governments or regulators preferred.

Core skills: Network and systems design for low-bandwidth/remote settings, preparation of procurement specifications, life-cycle costing, recurrent-cost modelling, familiarity with World Bank procurement and contracting procedures.

Responsibilities: Assess ICT infrastructure readiness; prepare technical/operational requirements and procurement specifications; develop sustainability and financing options (costing, recurrent costs, maintenance models, regional/shared-service options); support M&E costing and operationalization; coordinate with Team Leader to ensure technical integration across deliverables.
