PROJECT BACKGROUND The Tuvalu Health System Strengthening Project (THSSP) is dedicated to enhancing the capacity and quality of healthcare services in Tuvalu, thereby ensuring optimal healthcare standards for the population. This project is financed through a grant from the World Bank, valued at approximately USD $15 million.

The project officially became effective on 3rd August 2022, and is scheduled for closure on 30th June 2028. The Tuvalu Health System Strengthening Project aims to enhance the quality and accessibility of healthcare services in Tuvalu.

As part of this project, a comprehensive Human Resources Strategy and Implementation Plan is required to address the current challenges faced by the healthcare workforce in Tuvalu and ensure the effective utilization of human resources in the health sector. OBJECTIVES a) Assess current health workforce capacity, distribution and training needs across Tuvalu (including outer islands).

b) Produce a 5–7 year costed Human Resources for Health (HRH) Strategy (e.g., 2026–2032) aligned with national policy and project objectives. c) Produce a Workforce Development Plan that operationalizes the strategy: recruitment & retention package, scholarship and in‑service training plan (volumes & costing), and prioritized actions to enable telehealth/telepathology support.

d) Provide a high‑level roadmap for performance management and HRIS improvements (recommendations and minimum upgrades), and a phased, costed implementation and financing plan. e) Strengthen local ownership via stakeholder engagement and transfer of tools for evidence‑based planning.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, three reference, etc.).

4)EVALUATION CRITERIA The criteria for selecting the Consultant are: a) Education: A minimum of a Bachelor's degree in Human Resources Management, Public Health, Health Administration, or a related field. A Master's degree or equivalent in a relevant discipline is preferred. b) Experience: At least 7 years of proven experience in human resource management, specifically within the health sector or in similar fields.

Demonstrated experience in developing and implementing human resource strategies and policies, with a focus on enhancing organizational performance and service delivery in healthcare settings. c) Knowledge & Expertise: In-depth knowledge of human resource management principles, practices, and legal frameworks in the health sector.

Familiarity with workforce planning, talent acquisition, performance management, and employee engagement specific to healthcare organizations. Comprehensive understanding of health systems, organizational behaviour, and strategic planning within the health sector.

d) Skills: Experience costing HR strategies, designing scholarship/training programs, workforce projection modelling, HRIS assessment and familiarity with HR performance management approaches. e) Familiarity with International Standards: Knowledge of global best practices in human resource management, workforce development, and health sector competencies.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised in November 2017 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
