(as per Procurement Plan): BZ-SIF-485857-CS- INDV The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) is for qualified and experienced TEMPORARY-DATA COLLECTORS (10) FOR THE MINISTRY OF AGRICULTURE, FOOD SECURITY AND ENTERPRISE (MAFSE) . The Temporary Data Collectors will collect and validate national agricultural data with the purpose of updating surveys and deploying new surveys where necessary.
Data collection/ Enumeration will ensure quality, relevance and consistency of an updated dataset that can be used for production estimates, validation and policy decision making. These Temporary Enumerators will work throughout the country. Additionally, support will be provided from MAFSE-Data Collectors, the Policy Unit and the Extension Service.

The Temporary Enumerators will work directly under the supervision of the CRESP-PIU M&E Officer. All work conducted, including reports, will be overseen by the Policy Unit of the Ministry of Agriculture, Food Security & Enterprise (MAFSE) and the Climate Resilient & Sustainable Agriculture Project (CRESAP-PIU) team.
All coordination will also be done in collaboration with the CRESAP-PIU M&E Officer, given the work that CRESAP-PIU needs to collect in the future.
The GOB through the Ministry of Agriculture, Food Security and Enterprise (MAFSE) has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the project and the BSIF is seeking to recruit individuals to fill the position of (10) Temporary Data Collectors for MAFSE .
The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting a request in writing via e-mail to procurement.cresap@sifbelize.org. The Belize Social Investment Fund now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.).
Minimum Mandatory Requirements *(Required) Qualifications Minimum High School Diploma with a background in agriculture (Max 15 points) General Experience At least one-year experience working in rural communities (max 15 points) *If these minimum requirements are not met, candidates will not be considered for the process * Additional Requirements (Desirable) Specific Experience At least three data collection assignments using CAPI, PAPI, CAWI etc.
(max 20 points) At least two years’ experience working with Android Applications, Global Positioning Systems (GPS) or other customized applications for data collection (max 20 points) Having worked with SIB, or with any other recognized entity in relation to data collection, within the last five years it will be considered an additional asset in the selection of temporary enumerators.
(Max 30 points) Minimum total points required to be considered for the assignment is 75 points. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
