The National Recovery Program Bureau has received financing from the World Bank toward the cost of the Emergency Debris Management Project and intends to apply part of the proceeds toward payments under the contract for Upgrade, Rehabilitation and Closure of Municipal Solid Waste Disposal Sites in Philipsburg, Sint Maarten. 2.
The National Recovery Program Bureau (NRPB) intends to initially select Applicants for contract number SX-NRPB-506206-CW-RFP Upgrade, Rehabilitation and Closure of Municipal Solid Waste Disposal Sites in Philipsburg, Sint Maarten. It is expected that the Request for Proposals will be made in December 2025. 3.
The objective of the Works (Design and Build) is to upgrade, rehabilitate, and partially close the existing MSWDS (Municipal Solid Waste Disposal Sites) to mitigate environmental, social, health, and safety (ESHS) impacts while creating future landfill capacity of at least 975,000 cubic meters (measured from survey baseline of September 2024) for Sint Maarten’s use during the country’s transition to an integrated solid waste management system with alternative disposal solutions.
Full description
This work will include the reprofiling and stabilization of all the existing landfill, including screening and crushing of existing construction and demolition (C&D) fill materials in order to create a stable platform overlaid with geomembranes / geogrids, where necessary, to form a footprint to achieve the required capacity.
The additional design/functional requirements are: · Works to be contained within the boundaries of the MSWDS.
Nonetheless, access roads, ancillary facilities and temporary construction area can be on Former Informal Housing Area · C&D waste present in the MSWDS to be reused as recycled aggregate for construction components · Environmental and social impacts to be assessed and not exceed those described in the draft ESIA/ESMP · Re-use of existing waste tires in the landfill works 4.
The key qualification requirements of the Applicant are: a. Demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as USD $ 4 million for the subject contract(s) net of the Applicants other commitments. b.
Minimum average annual construction turnover of US$20 million calculated as total certified payments received for contracts in progress and/or completed in any 5 years of the last 15 years, divided by 5 years. c.
A minimum number of 2 contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2010 and Application submission deadline: 2 contracts, each of minimum value USD 28 million , shall be demonstrated for the following key activities: i.
Civil Works involving earthworks with a volume > 500,000m3 ii. Landfill works involving geotechnical stability and application of geotechnical reinforcement structures (e.g. geogrid, geocells) iii. Civil Works and/or Earthworks involving the application of an impermeable geomembrane structure. iv. Revetment construction d.
A minimum experience in installation/welding of geomembranes carried out by certified geomembrane installers/welders with specialized equipment is requested. This specific experience can be met by a specialized subcontractor e. A minimum design experience , using the above or other contracts, in at least 2 contracts shall be demonstrated for the following key design activities: i. Landfill closure ii.
Landfill geotechnical stability assessments including reinforcement structures (e.g. geogrid, geocells) iii. Impermeable geomembrane structures in landfills. iv. Revetment design The above specific design experience can be met by a specialized subcontractor. f.
For the contracts above and/or any other contracts [substantially completed and under implementation] ] as prime contractor, joint venture member, or Subcontractor between 1st January 2010 and Application submission deadline, experience in managing the ES risks and impacts in at least two of the following aspects: i.
Undertaking both earthworks safely (for example, but not limited to, landfill sites) and collaborating with site operators ii. Experience in assessing ES impacts of landfill sites, proposing appropriate mitigation measures and updating/drafting relevant instruments (e.g. EIA/EMP). iii. Minimizing nuisance on construction sites, including through dust, noise and construction traffic iv.
Experience in health and safety aspects specifically related to revetment works 5. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers Fifth edition of February 2025 (“Procurement Regulations”) and is open to all eligible Applicants as defined in the Procurement Regulations. 6.
