Background The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project and intends to apply part of the proceeds for the recruitment of an International Energy Auditor with Civil Engineering Background.
The development objective of the CEBU Project is to improve energy efficiency in public buildings and enhance the regulatory framework for clean energy investments. The Consultant will support the PIU in managing all energy audit–related aspects of the project, as detailed in the TOR. 2.
Description of Services The consulting services (“the Services”) include providing specialized technical expertise in energy auditing, building performance assessment, and integration of civil/structural engineering requirements into energy-efficiency renovation measures under the CEBU Project. Key tasks include: Reviewing and improving walk-through audits, detailed energy audits, and pre-renovation assessments.
Validating proposed EE measures, expected energy savings, and compliance with ASHRAE, ISO 50002, EN 16247, and national building codes. Assessing building envelope performance, HVAC systems, ventilation, and renewable energy options. Conducting field visits before renovation, during works, and post-renovation to verify implementation.
Supporting technical evaluation of EE-related sections of bidding documents and technical proposals. Providing training and capacity building to PIU staff Estimated Level of Effort: 12–14 working days per month Duration: 12 months Expected Start Date: January, 2026 The detailed Terms of Reference (TOR) and the full set of documents for the assignment can be obtained upon request.

Interested Consultants must submit: A Curriculum Vitae (CV) using the WB-format Documents demonstrating qualifications and relevant experience A Price Offer using the attached form (Monthly breakdown) 4.
Qualification Criteria Candidates will be evaluated based on: Relevant technical experience in energy auditing and building performance Qualifications and technical competence Experience in capacity building and knowledge transfer Required qualifications: University degree in Energy Engineering, Mechanical Engineering, Civil Engineering, or related field; Master’s degree or certification (ASHRAE, ISO 50002, EN 16247) is an asset.
Minimum 10 years of experience in energy auditing, building energy performance, or related engineering fields. At least 7 years of specific experience conducting or validating walk-through and detailed energy audits. International experience in at least two countries. Strong expertise in building envelope assessment, HVAC systems, thermal modeling, and EE renovation practices.
Knowledge of civil/structural engineering sufficient to ensure structural compatibility of EE measures. Experience with IFI-funded projects (World Bank, ADB, EBRD, KfW) is highly desirable. Fluency in English; working proficiency in Russian or Uzbek is required. 5.
Conflict of Interest Attention is drawn to paragraphs 3.13, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised) regarding conflict of interest. 6.
