Background The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Clean Energy for Buildings in Uzbekistan Project and intends to apply part of the proceeds for consulting services for the recruitment of an International Senior Procurement Consultant. 2.
Description of Services The consulting services (“the Services”) include a broad range of procurement-related tasks, including but not limited to: Procurement planning and updates in STEP Preparation of procurement documents Support during bid/proposal evaluations Contract management support Ensuring compliance with World Bank Procurement Regulations Knowledge transfer and capacity building for PIU staff Estimated Level of Effort: 12–14 working days per month Duration: 12 months Expected Start Date: January, 2026 The detailed Terms of Reference (TOR) and the full set of documents for the assignment can be obtained upon request by contacting the email address indicated below.

Qualification Criteria Candidates will be evaluated based on the following criteria: Specific experience relevant to the assignment Qualifications and competence for the assignment Experience in knowledge transfer and capacity building Required qualifications: Master’s degree in procurement, engineering, law, business, or related field Minimum 10 years of international procurement experience with World Bank or IFI-financed projects Strong knowledge of World Bank Procurement Regulations Experience preparing bidding documents, evaluations, procurement plans, and contracts Excellent command of English and Russian, Uzbek is an advantage 5.
Conflict of Interest Attention is drawn to paragraphs 3.13, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised) regarding conflict of interest. 6.
