Infrastructure Governance and Feasibility Study for Bitung City Minapolitan Corridor

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Government of Indonesia Global Environment Facility Indonesia Sustainable Cities Impact Project Grant No.: TF0B8114 Assignment Title: The Preparation of Infrastructure Governance, Feasibility Study, and Environmental & Social Documents for the Aertembaga Minapolitan Corridor in Bitung City. Reference No.: ID-PIKP-BAPPENAS-525316-CS-CQS The Government of Indonesia has received financing from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include but not limited to: (a) preparation of Infrastructure Governance Assessment to make sure the viability of sub-projects facilitated in Bitung City; (b) preparation of feasibilities studies (FS) and Environmental and Social Impact Assessment (ESIA) complemented with biodiversity assessment of Minapolitan Water Security to support the fulfilment of readiness criteria for selected sub-projects in the GEF Indonesia SCIP program and in accordance with feasibility study preparation guideline; (c) preparation of FS and ESIA complemented with biodiversity assessment of Aer Tembaga Ecohub to support the fulfilment of readiness criteria for selected sub-projects in the GEF Indonesia SCIP program and in accordance with feasibility study preparation guideline; (d) facilitating local governments in conducting public consultations on technical and environmental-social documents that have been prepared. The Services are expected to start in May 2026 and be performed during a period of 12 months. The total estimated level of effort is approximately at 159 technical/professional staff months. The Consulting firm is expected to have the ability to mobilize in Indonesia either by having local partners/local experts or project office upon award. The Directorate of Housing and Settlements Infrastructure, Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firms are as follows:

• Experience in preparation or development of Feasibility Study (FS) of integrated area development or multi-sector infrastructure project for the last ten years.
• Experience in preparation or development of Environmental & Social Impact Assessment (ESIA) of integrated area development or multi-sector infrastructure project for the last ten years.
• Experience working in the field of consulting services on topics related to sustainable city infrastructure, nature-based solutions, climate change, and/or biodiversity (experience in water supply, solid waste management, wastewater management, and/or sustainable landscapes is an advantage).
• Experience in Indonesia and/or comparable urban contexts (Bitung experience is an advantage).

Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
